ԱՄՀ-ն վերանայել է Հայաստանի տնտեսական աճի կանխատեսումը

Արժույթի միջազգային հիմնադրամը Հայաստանի տնտեսության աճի կանխատեսումը նվազեցրել է մինչև 0 տոկոս` դրական կամ բացասական փոքր շեղման հավանականությամբ: Լրագրողների հետ հանդիպման ժամանակ ԱՄՀ հայաստանյան առաքելության ղեկավար Մարկ Հորթոնը նշեց, որ Հայաստանի տնտեսության մեջ իրավիճակն զգալիորեն փոխվել է նախորդ մեկ տարվա ընթացքում, ինչը պայմանավորված է Ռուսաստանի տնտեսական աճի դանդաղմամբ, արտերկր ից դրամական փոխանցումների կրճատմամբ և հայաստանից արտահանման նվազումով:

«Մենք ուսումնասիրել ենք 2014թ. դեկտեմբերի դրությամբ տնտեսության թիրախային ցուցանիշների կատարողականը: Տեղի ունեցած փոփոխություններով պայմանավորված՝ ԱՄՀ ծրագրում ևս փոփոխություններ են կատարվելու: Նախորդ տարվա համեմատ այս տարի մենք կանխատեսում ենք ՀՀ տնտեսական աճի նվազում` մինչև 0 տոկոսի սահմանը: Դա արտացոլվում է ՌԴ տնտեսության բացասական տնտեսական աճի կանխատեսումով»,- հայտնեց նա:

Մարկ Հորթոնը նկատեց, որ Հայաստանից արտահանումը հունվար-փետրվարին կրճատվել է, իսկ ստացվող դրամական փոխանցումները նվազել՝ 35-40 տոկոսով: Նա հիշեցրեց, որ Հայաստանի 2015 թվականի պետական բյուջեի հիմքում դրվել էր տնտեսական աճի 4 տոկոսի կանխատեսումը, որը, սակայն, վերանայման կարիք ունի: «2015 թվականի բյուջեի հաշվարկների հիմքում դիտարկվել էր տնտեսական աճի 4 տոկոսի կանխատեսումը, սակայն տնտեսական ճի կանխատեսումների վերանայման հետ մեկտեղ այդ թիվն էլ ճշգրտման կարիք ունի: Բացի այդ, հավանական է, որ բյուջեի հարկային եկամուտները ևս կկրճատվեն& raquo;,- ասաց ԱՄՀ ներկայացուցիչը: Մարկ Հորթոնի կարծիքով` տնտեսական ակտիվությանը զարկ տալու տեսանկյունից հիմնարար է կապիտալ ծախսերի ավելացումը:

Նա խոսեց նաև Հայաստնի պետական պարտքի ավելացման մասին` ընդգծելով, որ պետական պարտքը մոտեցել է ՀՆԱ-ի 50 տոկոսի սահմանին: «Թեպետ կառավարությունը 1-2 շաբաթ առաջ նոր եվրապարտատոմսեր թողարկեց, սակայն պետական պարտքը հասել է այնպիսի ցուցանիշի, որ միջազգային ֆինանսական շուկաներում վարկատուների մոտ մտահոգություն է առաջացել»,- ընդգծեց նա և հավելեց, որ տնտեսական ցածր աճի պայմաններում մտահոգություն կա, որ պետական պարտքը կարող է աճել:

Չնայած այդ ամենին, ԱՄՀ ներկայացուցիչը չի նմանացնում ստեղծված իրավիճակը 2009 թվականի ճգնաժամային իրավիճակին: «Արտաքին դժվար պայմաններին ձեր երկրի արձագանքը պետք է տարբերվի 2009 թվականի արձագանքից: 2009թ. Հայաստանի պարտքի ցուցանիշը շատ ցածր էր, և ավելի երկար ժամանակով ավելի մեծ պակասուրդ կրելու հնարավորությունը մեծ է»,- նշեց նա:
