Մանկատների բեռնաթափման ծրագրի հիմնական շեշտադրումն այն է, որ յուրաքանչյուր երեխա պետք է ապրի ընտանիքում: Այդ նպատակն իրագործելուն է ուղղված այլընտրանքային խնամքի ծառայությունների զարգացումը: Ազգային ժողովում կայացած հարց ու պատասխանի ժամանակ այս մասին նշեց ՀՀ աշխատանքի և սոցիալական հարցերի նախարար Արտեմ Ասատրյանը: «Որքան էլ մանկատներում բարելավվում են պայմանները, կառավարության կողմից ավելացվում են այդ հաստատություններին հատկացվող միջոցները, բայց նախընտրելի է, որ ցանկացած երեխա իր խնամքն ու դաստիարակությունը ստանա ընտանիքում»,- ասաց Արտեմ Ասատրյանը:

Նրա խոսքով` կարիքների գնահատումը ցույց է տվել, որ ընտանիք ունեցող, բայց մանկատանը հայտնված երեխաների դեպքում ցերեկային խնամքի հաստատությունները կարող են լինել լուծում, որպեսզի երեխան մնա ընտանիքում: Այլ է հարցը ծնողական խնամքից զուրկ երեխաների պարագայում:

«Առկա է երեխային կենսաբանական ընտանիք վերադարձնելու անհրաժեշտությունը, բայց եթե դա հնարավոր չէ, ապա մենք նպատակ ենք դրել զարգացնել նաև խնամակալ և խնամատար ընտանիքների ինստիտուտը: Դուք գիտեք, որ խնամքը կազմակերպելու համար խնամատար ընտանիքներին դրամական օժանդակություն է ցուցաբերվում»,- նշեց նախարարը` հավելելով, որ որդեգրման խրախուսումը ևս առաջնահերթություն է իր ղեկավարած գերատեսչության համար:

Արտեմ Ասատրյանն ընդգծեց, որ տարվող աշխատանքներն առավելագույնս նպաստելու են ընտանիքներում երեխաների խնամքի ապահովմանը:
