«Հարավային Կովկասի անորոշ կարգավիճակ ունեցող Լեռնային Ղարաբաղում հակամարտության հնարավորությունը թեժանում է. Ադրբեջանի ու Հայաստանի միջև նոր ռազմական հակամարտության հնարավորությունը մեծանում է:
Նոր անկախություն ձեռք բերած Հայստանի և Ադրբեջանի միջև պատերազմի ավարտից հետո Լեռնային Ղարաբաղը դե-ֆակտո անկախ էր: Չնայած Ռուսաստանի միջնորդությամբ հաստատված զինադադարին, պատերազմը երբեք պաշտոնապես չի ավարտվել, և Ադրբեջանը, մեղմ ասած, դեռ ակտիվորեն վիճարկում է Լեռնային Ղարաբաղի կագավիճակը:

Ի՞նչն է Լեռնային Ղարաբաղի շուրջ իրավիճակը հատկապես վտանգավոր դարձնում: Առաջին հերթին. երկու կողմերի միջև գրեթե փոխզիջման որևէ հնարավորություն չկա. Ադրբեջանը հրաժարվում է որևէ հարցում փոխզիջման գնալ` ցանկանալով պահպանել ողջ տարածքի վերահսկողությունը, մինչդեռ Հայաստանը չի պատրաստվում որևէ զիջման, բացի Ադրբեջանի ինքնիշխանության խորհրդանշական վերականգնումից:
Դժվար է պատկերացնել, որ Ադրբեջանը կհրաժարվի պաշտոնական տարածքի 1/ 5-րդ մասի կորստից` առանց որևէ պատճառի:

Քիչ հավանական է նաև, որ Հայաստանը հրաժարվի որևէ հողից, քանի որ Լեռնային Ղարաբաղը արդյունավետ կերպով ընդլայնում է հայկական տարածքը 1/3-ով, որը շատ կարևոր է փոքրիկ և դեպի ծով ելք չունեցող պետության համար` գրեթե բոլոր կողմերից շրջապատված թշնամիներով: Ղարաբաղի հակամարտությունը զրոյական խաղ է:
Երկրորդ հերթին. հակամարտությունը գնալով ավելի ռազմականացված և վտանգավոր է դառնում: Ե´վ Ադրբեջանը, և´ Հայաստանն առաջին իսկ պատերազմից մասնագիտացել և էականորեն վերազինել են իրենց ուժերը:

2014թ-ի ամռանից ի վեր, այս սահմանափակ, բայց վտանգավոր բախումները գրեթե ամեն օր տեղի են ունենում, սակայն միջազգային ուշադրությանն արժանանում են մահացու դեպքերի ժամանակ:

ՀՀ-ն, ըստ էության, Ռուսաստանից ձեռք է բերել 9K720 Իսկանդեր ավանդական բալիստիկ հրթիռներ: Իսկանդերը Հայաստանին` Ադրբեջանի հողի վրա ադրբեջանական օդուժին հարվածելու հնարավորություն է ընձեռում:

ԼՂ ջրային և էլեկտրաէներգիայի պահանջները բավարարվում են Սարսանգի ջրամբարից, իսկ դեպի Հայաստան հիմնական ճանապարհն անցնում է Բերձորի միջանցքով: Երկուսն էլ գտնվում են Ադրբեջանի ռազմական գործողությունների թատերաբեմից հեռու:
Նույնիսկ պատերազմական գործողությունների վերսկսման անորոշության պարագայում, երկու կողմերն էլ կարող են սանձազերծել սահմանային միջադեպեր: Սա կարող է հանգեցնել մեծամասշտաբ հակամարտության վերսկսման, քանի որ և´ Ադրբեջանը, և´ Հայաստանը շատ մոտ են դրան»:
