Ուկրաինական ճգնաժամը «սառը պատերազմի» ժամանակներից ի վեր ամենամեծ սպառնալիքն Է դարձել եվրոպական անվտանգության համար: Այդ մասին, ինչպես տեղեկացնում Է ՏԱՍՍ-ը, հայտարարել Է ԵԱՀԿ-ի ներկայացուցիչ Մարսել Պեշկոն՝ միջազգային անվտանգության հարցերին նվիրված չորրորդ Մոսկովյան խորհրդաժողովում հրապարակելով կազմակեր պության գլխավոր քարտուղարի ուղերձը:

«Այս տարի Մոսկովյան խորհրդաժողովն անցնում Է «սառը պատերազմի» ժամանակներից ի վեր եվրոպական անվտանգության վատթարագույն ճգնաժամի ֆոնին: Անտարակույս, կասկածի տակ Է դրվում անվտանգության համակարգի հիմնարար սկզբունքը: Անվստահությունը եւ առճակատման քաղաքականությունը հանգեցնում են այն բանին, որ վնասվում Է անվտանգության սկզբունքը, որը ԵԱՀԿ-ի «սիրտն» Է»,-ասել Է Պեշկոն:

Ինչպես ԵԱՀԿ-ի դիտորդները հայտնել են կազմակերպության կայքում հրապարակված հաշվետվության մեջ, Ուկրաինայի արեւելքում հակամարտության կողմերը չեն ավարտել անվտանգության գոտուց ծանր սպառազինությունների հետքաշումը, չնայած հնչող հրապարակային հայտարարություններին: Բացի այդ, նրանց տվյալներով, ինչպես Կիեւի, այնպես էլ ինքնահռչակ Դոնեցկի Ժողովրդական Հանրապետության կողմից հետքաշված տեխնիկայի մի մասը տեղափոխվել է դրանց գտնվելու վայրերից:

Ապրիլի 16-ին Մոսկվայում բացվել է միջազգային անվտանգության հարցերին նվիրված չորրորդ միջազգային խորհրդաժողովը, որը կազմակերպել է ՌԴ-ի պաշտպանության նախարարությունը:

Պաշտպանության նախարարությունը խորհրդաժողովին հրավիրել է շուրջ 80 երկրների ներկայացուցիչների, ներառյալ ՆԱՏՕ-ի բոլոր անդամները, ինչպես նաեւ Հյուսիսատլանտյան դաշինքի ղեկավարությունը: Սակայն դաշինքի զորահրամանատարների մեծամասնությունը նախընտրել է չժամանել Մոսկվա. պաշտպանության նախարարի մակարդակով ներկայացված Է միայն Հունաստանը:

Այդուհանդերձ, խորհրդաժողովին ժամանել են տարբեր երկրների ռազմական գերատեսչությունների մեկ տասնյակից ավելի ղեկավարներ, առավելապես ասիական երկրներից, մասնավորապես, Չինաստանից, ԿԺԴՀ-ից, Ինդոնեզիայից, Իրանից եւ Պակիստանից: Բարձր մակարդակով ներկայացված են նաեւ Հավաքական անվտանգության պայմանագրի կազմակերպության գծով Ռուսաստանի դաշնակիցները:

Համաժողովի հիմնական թեման է՝ «Գլոբալ անվտանգությունը. մարտահրավերներ եւ հեռանկարներ»:
