ՀՀ կառավարությունը բացասական եզրակացություն տվեց «Հայ ազգային կոնգրես» խմբակցության պատգամավոր Հրանտ Բագրատյանի ներկայացրած ««Հայաստանի Հանրապետության բյուջետային համակարգի մասին» Հայաստանի Հանրապետության օրենքում փոփոխություն կատարելու մասին» նախաձեռնությունը: Ներկայացված նախագծով , հաշվի առնելով միջազգային փորձը, առաջարկվում է բյուջետային տարին սկսել հոկտեմբերի 1-ից և ավարտել սեպտեմբերի 30-ին։

Կառավարության նիստում ՀՀ ֆինանսների նախարարի տեղակալ Վախթանգ Միրումյանը նշեց, որ իրենք ևս ուսումնասիրել են միջազգային փորձը և նկատել, որ չնայած կան այդպիսի երկրներ, սակայն ավելի շատ են այն երկրները, որտեղ բյուջետային տարին և օրացուցային տարին համընկնում են: Ըստ փոխնախարարի՝ մի շարք երկրներում, որտեղ տարբերվում են բյուջետային և օրացուցային տարիները, հարկ վճարողների տարբեր խմբերի համար սահմանվում են հարկային տարիների տարբեր ժամկետներ՝ պայմանավորված ֆիրմաների գործունեության ոլորտների առանձնահատկություններով:

Միրումյանը նկատել , որ Եվրասիական տնտեսական միության և ԱՊՀ երկրներում բյուջետային և օրացուցային տարիները համընկնում են և որոշ երկրներում նախկինում փոփոխված բյուջետային տարիները նորից համապատասխանեցրել են օրացուցային տարիներին, քանի որ մասնավոր հատվածը, այդ թվում՝ ձեռնարկություններն ու անհատները, հիմնականում իրենց գործունեության պլանավորումը կատարում են՝ հիմնվելով օրացուցային տարվա վրա:Նախագծի հիմնավորման մեջ նշվում է, որ օրացուցային տարվա առաջին եռամսյակում, երբ տնտեսական ակտիվություն չկա, չեն ստացվում անհրաժեշտ եկամուտներ, որով պայմանավորված՝ բյուջետային ծրագրերի ամբողջական ֆինանսավորում չի իրականացվում, ինչը իջեցնում է տնտեսության աճելու պոտենցիալը:

 «Անկախ նրանից՝ տարվա առաջին եռամսյակում համապատասխան հարկային եկամուտներ հավաքագրվե՞լ են, թե ոչ, այդ ժամանակահատվածում պետական բյուջեով նախատեսված ծրագրերի կատարման բնականոն ընթացքն ապահովելու համար բյուջետային ծախսերի անհրաժեշտ չափով ֆինանսավորում հնարավոր է իրականացնել նաև այլ միջոցների հաշվին»,- «Արմենպրես»-ի հաղորդմամբ՝ ասաց Միրումյանը:

Միաժամանակ, նա նկատեց, որ բյուջետային տարվա ժամկետների փոփոխությունը կվերաբերի ոչ միայն պետական կառավարման, այլ նաև տեղական ինքնակառավարման համակարգին և առօրյա աշխատանքում խնդիրներ կստեղծի տեղական ինքնակառավարման մարմինների գործնական աշխատանքում:
