Հայաստանը, որպես պետություն, պետք է Ցեղասպանությանը զոհ գնացած հայազգի թուրքահպատակներից ու հայկական տարբեր հաստատություններից հափշտակված ֆինանսական միջոցների, անշարժ ու շարժական գույքի պարտադիր վերադարձի կամ փոխհատուցման անհրաժեշտության վերաբերյալ խելամիտ ու ծանրակշիռ հրապարակային դիրքորոշում ունենա: Այս հարցի պահանջատերը ողջ հայ ժողովուրդն է և մեր պաշտոնատարներն ու կուսակցական գործիչները նվազագույն հնարավորությունն անգամ չպետք է ունենան դրա շուրջ անդրկուլիսային առևտուր ծավալելու համար: Մեր երևելիների ներկայիս մշուշոտ պատասխանները կարող են բացատրվել կամ նրանով, որ մտմտում են նախ թուրքական կողմի շրջահայացությունը թերագնահատելով և զգոնությունը բթացնելով Անկարայից կորզել Ցեղասպանության ճանաչումը, որից հետո հնարավոր կլինի արծարծել փոխհատուցման խնդիրը, կամ էլ պարզապես դեռ չեն էլ իրազեկվել, թե այդ ճանաչումից հետո ինչ պետք է անեն: Երկու դեպքում էլ այս անորոշությունն ու մշուշը միայն հայերիս է վատ վիճակի մեջ դնում:
Հայ-թուրքական արձանագրությունների վավերացումը Հայաստանի և Թուրքիայի խորհրդարանների կողմից պարզապես կնշանակի, որ արդեն նորանկախ Հայաստանի Հանրապետությունն է իր հավանությունը տալիս 1921 թվականի մարտի 16-ին ստորագրված ռուս-թուրքական Մոսկովյան պայմանագրին և վերահաստատում իր հավատարմությունը Կարսի պայմանագրի դրույթներին: Այլ պետությունների կամ միջազգային կառույցների պահանջները կամ հորդորներն այս հարցում կարող են հաղթահարվել համարժեք քաղաքական հակափաստարկներ ձևակերպելու միջոցով, բայց դրա համար տարբեր ուղղություններով շահագրգիռ և ծավալուն մասնագիտական աշխատանք է պետք կատարել: Ռուսաստանի արտգործնախարարն արդեն իսկ հայտարարել է, որ իր երկիրն ամեն ինչ կանի, որպեսզի հայ-թուրքական արձանագրությունները վավերացվեն: Այսինքն՝ Կրեմլը հայ-թուրքական հարաբերությունների կարգավորման գործընթացի համատեքստում ձգտում է ազդեցիկ միջնորդի դերը ստանձնել և վերակենդանացնել արձանագրությունների վավերացման գործընթացը: Իսկ այդ գործընթացի վերջնարդյունքն էլ պետք է լինի նորանկախ Հայաստանի կողմից ռուս-թուրքական պայմանագրով իր համար գծված սահմանների ճանաչումը: Սա կարևոր է ինչպես Թուրքիայի, այնպես էլ Ռուսաստանի համար, սակայն այս պահին, օգտվելով այն հանգամանքից, որ արևմտյան պատժամիջոցների արդյունքում Ռուսաստանը բարդ իրավիճակում է հայտնվել, Թուրքիան ձգտելու է լրացուցիչ օգուտներ կորզել՝ Կրեմլի վրա հնարավորինս թանկ ծախելով իր բարեհաճությունը: Այս առումով նախագահ Պուտինին հասցեագրված թուրքական քաղաքական կսմիթները կարող են գին բարձրացնելու համար կիրառվող հնարք համարվել:
