Երկրում ամեն բան իր կարգը պետք է ունենա: Այդ կարգ/եր/ը սահմանում է Ազգային ժողովը: Նույնիսկ մի այնպիսի հասարակ թվացող բան, ինչպիսին պատգամավորների կողմից կառավարությանը հարց տալն է, կանոնակարգված է օրենքով: Հարց տալու կարգը սահմանում է «Ազգային ժողովի կանոնակարգ» ՀՀ օրենքի 105- րդ հոդվածը: Հերթական նստաշրջանի քառօրյա նիստերի յուրաքանչյուր չորեքշաբթի օրվա վերջին նիստում պատգամավորները կարող են ՀՀ կառավարությանը դիմել գրավոր և բանավոր հարցերով, ընդ որում` սահմանված կարգով առաջինը հնչում են գրավոր հարցերը:

Պատգամավոր Թևան Պողոսյանը նկատել է, որ երբեմն գրավոր հարցերի առատության պատճառով պատգամավորները զրկվում են բանավոր հարց տալու հնարավորությունից: Ուստի, հանդես գալով օրենսդրական նախաձեռնությամբ, պատգամավորն առաջարկել է նիստի սկզբում առաջինը հնչեցնել բանավոր, այնուհետև ` գրավոր հարցերը: Մեկ այլ անհարմարություն էլ է նկատել պատգամավոր Պողոսյանը. քանի որ գործող կարգի համաձայն առաջինը բանավոր հարցերով կարող են հանդես գալ ընդդիմադիր խմբակցությունների երեքական պատգամավորներ, ոչ ընդդիմադիր և անկախ պատգամավորները շատ հաճախ չեն կարողանում նիստի ընթացքում իրենց հարցը հնչեցնել:

Թևան Պողոսյանը մատնացույց է արել այս թնջուկը ևս լուծելու ճանապարհը. նիստն սկսելուց հետո մեկ ժամվա ընթացքում ընդդիմադիր խմբակցությունների պատգամավորները թող հնչեցնեն երկուական հարց, այնուհետև երկուական հարցով հանդես գան ոչ ընդդիմադիր և անկախ պատգամավորները, որից հետո բանավոր հարցեր տան հերթագրված մյուս պատգամավորները: Սա է պ- րն Պողոսյանի առաջարկած օրենսդրական փոփոխության իմաստը, որն իր նախորդ նիստում քննարկել է ՀՀ կառավարությունը:

Հարցը ներկայացնող ՀՀ արդարադատության նախարար Հովհաննես Մանուկյանը, իր իսկ ձևակերպմամբ, չստվերելով պատգամավորների արծարծած բանավոր հարցերի կարևորությունն ու հրատապությունը, նշել է, որ հենց գրավոր հարցերն են բովանդակում խորքային վերլուծություն, կառավարությունն էլ իր հերթին հնարավորություն է ունենում ներկայացնել լիարժեք ու հիմնավոր պատասխան: Այս պատճառաբանությամբ նախարարն առաջարկել է հավանության արժանացնել կառավարության անունից պատրաստված բացասական եզրակացության նախագիծը:

Կարծիք հայտնելով խնդրո առարկայի վերաբերյալ, վարչապետ Հովիկ Աբրահամյանն առաջարկել է հարցի լուծումը թողնել Ազգային ժողովի հայեցողությանը այն պատճառաբանությամբ, որ կառավարությունը պատրաստ է պատասխանել պատգամավորների ցանկացած` թե' գրավոր, թե' բանավոր հարցի: «Ինչ որոշում էլ կայացնի Ազգային ժողովը, մեզ համար ընդունելի կլինի»,- եզրափակել է վարչապետը: Կառավարությունը հավանություն է տվել այս եզրակացությանը, որը օրինագծի հետ կներկայացվի ՀՀ Ազգային ժողով:
