Նախախորհրդարանի անդամների ազատ արձակումն իհարկե ուրախալի իրողություն է, սակայն համարել, որ ռեժիմը խուճապի մեջ էր, հոգեվարք էր ապրում, վախեցավ և ազատ արձակեց կալանավորվածներին, առնվազն ինքնախաբեության է նման: Պետք է ֆիքսել հստակ մի բան. իշխանությունը, երբ վտանգ է զգում, դիմում է կոնկրետ քայլերի` կլինի ձերբակալություն, ահաբեկում, քրեական գործերի հարուցում և այլն: Սա պետք է Հայաստանյան քաղաքական ներկապնակին քիչ թե շատ ծանոթ մարդու համար պարզ ու հստակ լինի:

Կոնկրետ այս միջադեպը կապված էր Նախախորհրդարանի՝ ապրիլի 24-ի վերաբերյալ հայտարարության հետ. միջոցառումներն ավարտվեցին, իսկ Սեֆիլյանն ու իր թիմակիցները ազատ արձակվեցին: Իսկ ի՞նչ է սա նշանակում. ինչ-որ պահի նրանք իրենցից վտանգ են ներկայացրել, այնուհետև ձերբակալվել են: Հիմա նորից ազատ են և հասկանալի է, թե ինչու, որովհետև յուրաքանչյուր քաղաքական ուժ, հայտնվելով ճաղերի ետևում, որոշակի տրանսֆորմացիայի է ենթարկում իր քաղաքական վարքագիծը, քանի որ նույն գետը երկու անգամ մտնելն ինքնասպանության է հավասար: Հասկանալի է, որ իշխանությունը բիրտ է և հանուն իշխանության շարունակելու է կրակել, բանտարկել, հետապնդել ցանկացած ռադիկալ քայլ, որը կարող է խարխլել իր իշխանությունը: Բայց Նախախորհրդարանը` իր քաղաքական մտածելակերպով և կազմակերպչական ռեսուրսներով, գոնե առայժմ որևէ վտանգ չի ներկայացնում իշխանության համար: Հետևաբար Սեֆիլյանն ու իր թիմակիցները ճիշտ կանեն ավելորդ անգամ ինքնախաբեությամբ զբաղվելու փոխարեն իռացիոնալ ձևակերպումներից անցում կատարարեն քաղաքական քայլերի դաշտ, ունենան հստակ ձևակերպված ասելիք:

Ի վերջո, պետք է հասկանալ, որ երկրորդ անգամ գեթե ռեժիմը նորից խուճապի մեջ ընկավ և որոշեց ձերբակալել իր հանգիստը պղտորողներին: Վերջիններս կարող են շատ ավելի երկար ժամանակ անց կացնել բանտում և հպարտությամբ կրել քաղաքական բանտարկյալի տիտղոսը:
