Ինչու՞ Սերժ Սարգսյանը կրկին չմասնակցեց ԵՏՄ նախագահների հանդիպմանը

Նախագահ Սերժ Սարգսյանը այսօր մեկնում է Մոսկվա` մասնակցելու հաղթանակի օրվան նվիրված միջոցառումներին: Սակայն նախագահի գրաֆիկը թույլ չտվեց նրան մասնակցել այսօր կայացած ԵՏՄ անդամ երկրների նախագահների հանդիպմանը: Հենց այստեղ է, որ առաջանում են մի շարք հարցեր: Սկսենք սկզբից:

2014թ-ի հոկտեմբերին Հայաստանը միացավ ԵՏՄ-ին: Սա միտված էր ավելի լայն հնարավորություններ ստեղծելու մեր տնտեսության, արտաքին հարաբերությունների և այլնի համար: Եվ շատ էլ բնական է, որ մեր` ոչ այնքան զարգացած տնտեսության համար շատ ավելի նպատակահարմար է տնտեսական կապերն ամրացնել այն երկրների հետ, որոնք մեր տարածաշրջանում են, հետևաբար ավելի հարմար աշխարհագրական դիրք են զբաղեցնում առևտրային գործընթացներն իրականացնելու համար:

Սա հայտնի ճշմարտություն է: Հայտնի է նաև այն, որ տարածաշրջանում` հետևաբար նաև Հայաստանում, ֆինանսատնտեսական ճգնաժամ է, և, թերևս, այս հարցն առաջնային խնդիր է այս օրերին:

Եվ հենց այս գիտակցմամբ էլ այսօր` մայիսի 8-ին, ԵՏՄ անդամ երկրների նախագահների հերթական հանդիպումն էր տեղի ունենում, որին մեր նախագահը կրկին չմասնակցեց: Նախագահը Վաշինգտոնում էր:

Վերջերս տեղեկացրել էինք, որ ԱԳ նախարար Էդվարդ Նալբանդյանը և ԱՄՆ առևտրի ներկայացուցչի տեղակալ Դեն Մուլանին ՀՀ Նախագահի ներկայությամբ ստորագրել են Հայաստանի Հանրապետության և Ամերիկայի Միացյալ Նահանգների միջև Առևտրի և ներդրումների շրջանակային համաձայնագիրը։

Ստացվում է, որ մեզ համար շատ ավելի հրատապ է ապրանքաշրջանառության պայմաններ քննարկելը ԱՄՆ-ի հետ` այն երկրի, որը հակառակ կիսագնդում է և որի հետ ապրանքափոխանակություն իրականացնելը մի քանի անգամ ավելի մեծ ծախսերի հետ է կապված, քան ասենք Բելառուսի կամ Ռուսաստանի: Եվ դժվար թե մեր ղեկավարությունն այս հանգամանքն աչքաթող արած լինի, քանզի հենց նույն ղեկավարությունն է որոշում կայացրել ԵՏՄ-ին անդամակցելու վերաբերյալ:

Եվ հարց է առաջանում, թե ինչի՞ հետ է կապված ԵՏՄ անդամ երկրների նախագահների հանդիպմանը մեր նախագահի բացակայությունը: Գուցե ԱՄՆ-ում ցեղասպանության հարյուրամյակին նվիրված միջոցառումնե՞րը: Բայց մի՞թե դրանց կազմակերպումը մեր` հայերիս «ձեռքերում» չէ, կամ թե չի՞ կարող Հայաստանը միջոցառումների շարունակությանը, որը կլինի մայիսի 8-ին, ներկայանալ ոչ թե առաջին, այլ ասենք երկրորդ դեմքով: Եվ վերջապես, այս կազմակերպական անհարթությունները արդյոք հնարավոր չէ՞ լուծել, երբ հարցը վերաբերում է երկրի տնտեսաֆինանսական վիճակին, այն կառույցի հերթական հանդիպմանը, որին անդամակցելու թիվ մեկ շարժառիթը, ինչպես նշել է Էդուարդ Շարմազանովը, եղել է մեր տնտեսական շահը եւ դաշնակցային հարաբերությունները: Իր խոսքում փոխնախագահը շարունակել է. 

«ՀՀ նախագահը մայիսի 9-ին լինելու է Մոսկվայում և մասնակցելու է հաղթանակի տոնակատարություններին, եւ հայ-ռուսական հարաբերությունների բարձր մակարդակին ոչինչ չի սպառնում»:

Գուցե չի սպառնում, բայց արի ու տես, որ կամ մեզ համար շատ ավելի կարևոր են ԱՄՆ-ի հետ տնտեսական հարաբերությունների ընդլայնումը (որի հակասական լինելու մասին արդեն խոսեցինք), կամ շատ ավելի հավանական մի տարբերակ կա. մեզ ԵՏՄ-ում պարզապես չեն սպասում…
