«Թուրքական հոսք»-ի աշխարհաքաղաքական հաշվարկները

2014թ. դեկտեմբերի 1-ին ՌԴ նախագահ Վլադիմիր Պուտինը Թուրքիա կատարած իր այցելության ժամանակ հայտարարեց «Հարավային հոսքի»-ի դադարեցման մասին՝ մեղադրելով ԵՄ-ին իր «ոչ կառուցողական» դիրքորոշման համար: Նույն օրը Թուրքական «Բոտաշ» և Ռուսական «Գազպրոմ» ընկերություննները Փոխըմբռնման հուշագիր ստորագրեցին Սև ծովով` Թուրքիայի և Հունաստանի սահմաններով, անցնող գազատարի կառուցման մասին, որն անվանակոչվեց «Թուրքական հոսք»:

«Գազպրոմ»-ի ղեկավար Ալեքսեյ Միլերը TASS գործակալությանը նախկինում հայտնել էր, որ Ռուսաստանն ու Թուրքիան համաձայնություն են ձեռք բերել 2016 թվականի դեկտեմբերին «Թուրքական հոսք» խողովակաշարով գազ արտահանելու վերաբերյալ։ «Գազպրոմ» ընկերության հաղորդագրության մեջ նշվում է, որ պայմանավորվածությունը ձեռք է բերվել Անկարայում՝ Թուրքիայի էներգետիկայի նախարար Թաներ Յըլդըզի և «Գազպրոմի» ղեկավար Ալեքսեյ Միլերի հանդիպման ընթացքում: Մեկ այլ առիթով, Միլերը նշել է, որ աշխատանքները սկսվում են մայիսի 8-ից: http://tass.ru/ekonomika/1957079

Հունաստանը, իր հերթին, ևս իր համաձայնությունը տվեց «Թուրքական հոսք»-ին միանալու կապակցությամբ: Մոսկվայում Պուտինի և Հունաստանի վարչապետ Ալեքսիս Ցիպրասի միջև կայացած բանակցությունների ընթացքում կողմերը համաձայնության են եկել համաձայնագիր ստորագրել, որի շրջանակում Մոսկվան Աթենքին գազի տարանցման համար որպես կանխավճար 5 մլրդ եվրո կտա՝ «Թուրքական հոսք» գազատարի կառուցման շրջանակում։

ԱՄՆ-ն «ոգևորված» չէ «Թուրքական հոսք» ծրագրով: ԱՄՆ էներգետիկայի ոլորտի քաղաքագետ Էյմոս Հոհշտեյնը կոչ է արել Հունաստանի կառավարությանը Ռուսաստանի «թուրքական հոսք»-ին ապավինելու փոխարեն արագացնել Տրանսադրիատիկ խողովակաշարի նախագծի իրականացումը, որը կապահովի ադրբեջանական գազի առաքումը Թուրքիայի, Հունաստանի, Ալբանիայի և Ադրիատիկ ծովի միջոցով դեպի Եվրոպա: Մասնավորապես, Հոհշտեյնը, հույն պաշտոնյաների հետ հանդիպումից հետո, հայտարարել է, որ «Թուրքական հոսք» գոյություն չունի, այն կառուցելու կոնսորցիում չկա, ինչպես նաև չկա պայմանագիր, և ավելի լավ է հիմա կենտրոնանալ այն բանի շուրջ, ինչի կապակցությամբ Հունաստանն արդեն իսկ համաձայնվել է: Այս կոչերին Հունաստանի էներգետիկայի նախարար Պանագիոտիս Լաֆազանիսը պատասխանել է, որ Հունաստանը կշարունակի աջակցել «Թուրքական հոսք»-ին: http://rt.com/business/256981-greece-russia-us-gas/

Եվրոպական այլ երկրների դիրքորոշումը, հարկ է նշել, տաբերվում է Հունաստանի և Հունգարիայի դիրքորոշումներից: Interfax-ին տված բացառիկ հարցազրույցում Սերբիայի նախագահ Տոմիսլավ Նիկոլիչը հայտարարել է, որ Բելգրադը մտադիր չէ գազ ստանալ «թուրքական հոսք» գազատարից: Նրանք գտնում են, որ անհնար է շարունակել գազատարի շինարարությունը: Նա նշել է, նաև որ Սերբիան հանդես է գալիս Ռուսաստանի հանդեպ կիրառված պատժամիջոցների դեմ, այնուամենայնիվ, ԵՄ-ին անդամակցելով, ստիպված կլինի միասնական քաղաքականություն վարել: http://www.interfax.ru/world/440566

Բրյուսելի և Մոսկվայի միջև առկա տարաձայնությունների պատճառը ավելի աշխարհաքաղաքական է, քան տնտեսական: ԵՄ-ն ցանկանում է ձերբազատվել Ռուսաստանի գազի կախվածությունից՝ փնտրելով Էներգակիրների նոր աղբյուրներ և դիվերսիֆիկացման ուղիներ: Գազպրոմի մենաշնորհը վերացնելով հարցը չի լուծվում, քանի որ պետք են Ռուսաստանի հետ մրցակցող նոր էներգիայի աղբյուրներ: Այս առումով, TANAP-ը (Տրանս Անատոլիական խողովակաշարը) ստանձնում է կարևոր դեր, որը բխում է Եվրոպայի շահերից:
