Ադրբեջանի պետական նավթային ընկերությունը գաղտնի ձևով ամբողջությամբ հոգացել է Բաքվում 2013-ին կայացած համաժողովին ներկա գտնվելու համար ԱՄՆ Կոնգրեսի 10 ներկայացուցիչների և նրանց անձնակազմի 32 անդամների ծախսերը: Ինչպես հայտնում է «The Washington Post» թերթը, այս մասին է վկայում հեղինակավոր թերթի ստացած էթիկական գաղտնի զեկույցը: Նախագահ Օբամայի երեք նախկին օգնականները ևս համաժողովին հանդես են եկել որպես զեկուցողներ: Օրենսդիրներն ու նրանց անձնակազմի անդամներն ստացել են հազարավոր դոլարներ արժեցող գործողման վճար, մետաքսե շարֆեր, բյուրեղյա թեյասպասք, ինչպես նաև ադրբեջանական գորգեր՝ 2.5-10 հազար դոլար արժողությամբ: Ճամփորդական հաշիվները ցույց են տվել, որ օրենսդիրների և նրանց կողակիցների ավիատոմսի ծախսերը կազմել են 112 հազար 899 դոլար:

Համաձայն Կոնգրեսի էթիկական գրասենյակի 70 էջից բաղկացած զեկույցի՝ Ադրբեջանի պետական նավթային ընկերությունը, որ հայտնի է SOCAR անվանումնով, 750 հազար դոլար է ուղղել իբր ԱՄՆ-ում հիմնադրված ոչ առևտրային կազմակերպություններին՝ թաքցնելու համար համաժողովին հովանավորելու փաստը:

Այն հանգամանքը, որ ոչ առևտրային կազմակերպությունները Կոնգրեսի հետ ստել են, թե իբր իրենք են հովանավորել համաժողովին մեկնելու ծախսերը, ներկայացվել է Ներկայացուցիչների պալատի Էթիկայի հանձնաժողովի քննարկմանը պարզելու համար, թե արդյոք տեղի չեն ունեցել Կոնգրեսի կանոնակարգի և դաշնային օրենքների խախտումներ, այդ թվում՝ օտար երկների կողմից ԱՄՆ քաղաքականությանը միջամտելու փորձեր:

Համաժողովը, որ կրում էր «Միացյալ Նահանգներ-Ադրբեջան համագումար. ապագայի տեսլական» խորագիրը, կայացել է 2013 թվականի մայիսի 28-29-ին:
