Հայաստանի Հանրապետության ֆինանսների նախարարի տեղակալ Վախթանգ Միրումյանն արդիական է համարում ԵԱՏՄ միասնական մաքսային օրենսգրքի ստեղծումը: Լրագրողների հետ զրույցում ՀՀ ֆինանսների նախարարի տեղակալն ընդգծեց, որ գործող մաքսային օրենսգիրքն արդեն իսկ որոշակի առումներով չի համապատասխանում ներկայի տնտեսական զարգացումներին, որովհետև 3-4 տարիների ընթացքում և ընթացակարգային, և քաղաքական առումով էական փոփոխություններ են տեղի ունեցել Եվրասիական տնտեսական միության անդամ երկրներում և ստեղծվել է նոր իրավիճակ: «Այս դեպքում արդեն անհրաժեշտություն է առաջանում մշակել և կյանքի կոչել նոր մաքսային օրենսգիրք, որը կպարունակի ավելի առաջադիմական մոտեցումներ»,- ընդգծեց Միրումյանը:

Նա հայտնեց, որ Եվրասիական տնտեսական հանձնաժողովի կոլեգիայի անդամ, մաքսային հարցերով համակարգող նախարար Վլադիմիր Գոշինն ընդհանուր գծերով ներկայացրել է մաքսային նոր օրենսգրքի հիմնական ուղղությունները: «Բնականաբար, այդ օրենսգիրքը քննարկվել է նաև ֆինանսերի նախարարությունում: Մենք ունենք մի շարք առաջարկություններ, որոնք բավականին մեծ ծավալ են կազմում: Ես կցանկանայի նշել, որ այն հիմնական ուղղությունները, որոնք Եվրասիական տնտեսական միությունը նախատեսում է ամրագրել մաքսային նոր օրենսգրքում, դրանց մեծ մասը մենք ամրագրել ենք 2015թ. հունվարի 2-ից գործող «Մաքսային կարգավորման մասին» օրենքում: Սակայն սա չի նշանակում, որ մենք դրանով ավարտել ենք մեր աշխատանքը: Մենք ամեն ինչ անելու ենք, որպեսզի հնարավորինս պարզեցնենք մաքսային ընթացակարգերը: Այսինքն, մեր քաղաքականության ուղղությունը գործող ընթացակարգերի պարզեցմանը և բիզնեսի համար այլընտրանքային ծախսերի կրճատմանն է ուղղված լինելու»,- նշեց Միրումյանը:

Նախատեսվում են հարկային աշխատանքային խմբերի հանդիպումներ, որտեղ պետք է քննարկվեն հարկային օրենսդրության հետ կապված խնդիրներ: «Մեր արտահանողներն ունեն խնդիրներ՝ կապված ավելացված արժեքի հարկի զրոյական դրույքաչափի կիրառման հետ: Մենք այստեղ առաջադրանք ունենք, որպեսզի քննարկման առարկա դարձնենք այն հարցը, որ ԵԱՏՄ անդամ երկրներից ապրանքային գնումներ և ներմուծումներ կատարող մեր տնտեսվարող սուբյեկտների համար ավելացված արժեքի հարկի զրոյական դրույքաչափի կիրառումը դարձնենք առավել դյուրին»,- եզրափակեց փոխնախարարը:
