Սահմանադրագետը ՀՀ-ում սահմանադրական բարեփոխումներն անհրաժեշտություն է համարում

ԵՊՀ Սահմանադրական իրավունքի ամբիոնի դոցենտ Վարդան Այվազյանը համաձայն չէ այն տեսակետի հետ, թե իշխանությունը սահմանադրական բարեփոխումների գործընթացը նախաձեռնել է իր վերարտադրության համար: Մայիսի 16-ին սահմանադրական բարեփոխումների վերաբերյալ քննարկման ընթացքում Վարդան Այվազյանն ընդգծեց, որ սահմանադրական բարեփոխումները համակարգային բնույթ ունեն, և պետք չէ միայն նեղ տեսանկյունից դրանք դիտարկել:

«Եթե ընդդիմության որոշ գործիչներ պնդում են, որ սահմանադրական բարեփոխումները միտված են իշխանությունների վերարտադրմանը, նրանք բավարար գիտելիքներ չունեն սահմանադրական բարեփոխումների վերաբերյալ: Սահմանադրական բարեփոխումները համակարգային բնույթ ունեն և միտված են հասարակության ներդաշնակցեմանը, պետության արդյունավետ կառավարմանը, մարդու իրավունքների պաշտպանության ապահովմանը, և պետք չէ այս գործընթացն այդպիսի նեղ տեսանկյունից դիտարկել»,-  նշեց Այվազյանը:

Բանախոսը հավելեց, որ այս պահին Հայաստանում սահմանադրական բարեփոխումների կարիք միանշանակ կա, քանի որ պետական կառավարման համակարգը, ինչպես նաև հասարակության մոդելը կատարյալ չեն: «Այսօր մեր հասարակության մոտ արդիական է հարցը՝ կա՞ արդյոք սահմանադրական փոփոխությունների կարիք, և ի՞նչ նպատակ են դրանք հետապնդում: Եթե մենք կարողանանք հստակ պնդել, որ ունենք կատարյալ կառավարման համակարգ և հասարակության մոդել, այդ դեպքում կարող ենք հստակ ասել, որ սահմանադրական բարեփոխումերի կարիք բացարձակապես չկա: Սակայն հիմա մենք չենք կարող խոսել այն մասին, որ մեզ մոտ կառավարման համակարգը և հասարակության մոդելը կատարյալ են, ուստի, ես սահմանադրական բարեփոխումների իրականացման կողմնակից եմ և գտնում եմ, որ դրանք այս պաին արդիական են»,- ընդգծեց սահմանադրական իրավունքի փորձագետը:

Նրա խոսքով՝ սահմանադրական բարեփոխումների վերաբերյալ հասարակությանը պատշաճ իրազեկելու գործում շատ կարևոր նշանակություն ունի նաև լրագրողների դերը, և լրագրողը ևս պետք է պատշաճ գիտելիքներ ունենա սահմանադրական փոփոխությունների վերաբերյալ, որպեսզի կարողանա հասարակությանն օբյեկտիվ և համապարփակ տեղեկատվություն փոխանցել: Վարդան Այվազյանը պատրաստակամություն հայտնեց լրագրողների համար դասընթացներ անցկացնել սահմանադրական բարեփոխումների վերաբերյալ, ինչը նրանց հնարավորություն կտա բովանդակային գիտելիքներ ձեռք բերել, և կհեշտացնի նրա նց գործը՝ հասարակությանն օգտակար և օբյեկտիվ տեղեկատվություն փոխանցելու հարցում:
