ԲՀԿ-ական պատգամավորները հանդես են եկել օրենսդրական նախաձեռնությամբ, ըստ որի առաջարկվում է հարկային արտոնություններ տրամադրել Երևանից 120 կմ հեռավորության վրա գտնվող հա­մայնք­ներում:

Դրական թվացող առաջարկը իրականում անհեռանկարային է և շատ վտանգավոր: Փորձենք դիտարկել այն եկամուտների տեսանկյունից:

Իհարկե հարկային արտոնությունների սահմանումը ենթադրում է ներդրումային միջավայրի գրավչության բարձրացում, բայց այնուամենայնիվ այն պետք է լինի առավելագույնս հավասարակշռված, որպեսզի ակնկալվող արդյունքները գերազանցեն պետության կողմից կրած կորուստները: Այս դեպքում կորուստները կարող են աննախադեպ ավել լինել, և գերազանցել ակնկալվելիք արդյունքը:

ԲՀԿ-ականների կողմից առաջարկվող չհարկվող դաշտը աննախադեպ մեծ է, և դրանց հետևանքով մենք կարող ենք զգալի կորուստներ ունենալ ՀՀ պետական բյուջեում: Տեղին չէ արտոնություններ սահմանել միայն արտոնություններ սահմանելու նպատակով:

Եթե նայենք այս հարցին քաղաքական տեսանկյունից, ապա հասկանալի է ԲՀԿ-ականների այս մոտեցումը: Իրենք էլ շատ լավ գիտեն, որ այս օրինագիծը չի կարող ընդունվել, սակայն օրենսդրական և տնտեսական նրբություններից անծանոթ մարդկանց մոտ կարող է դրական տպավորություն թողնել: Ակնհայտ է որ սա հերթական պաթետիկ ժամանակավոր ակցիան է, որի ժամանակ այս կուսակցությունը ցանկանում է էժանագին դիվիդենտներ հավաքել:
