Գագաթաժողովը նախագահող երկիր՝ Լատվիայի վարչապետ Լայմդոտա Ստրաուման հայտարարել է, որ գագաթաժողովի հիմնական թեման լինելու է ԵՄ-ի և այս ծրագրի վեց երկրների (Հայաստան, Ադրբեջան, Բելառուս, Վրաստան, Մոլդովա և Ուկրաինա) հետ երկկողմ հարաբերությունները և տնտեսական համագործակցությունը, այլ ոչ իրավիճակը Ուկրաինայում: Լատվիայի վարչապետը նաև հավաստիացրել է, որ Ռիգայի գագաթաժողովում չի քննարկվելու Ռուսաստանի դեմ գործողությունները: «Չկա այդպիսի մտադրություն դեմ գնալ որևից երկրի դեմ, լինի դա Ռուսաստանը կամ այլ երկիր»:

ԵՄ-Ռուսաստան խորհրդարանական համագործակցության հանձնաժողովի խորհրդարանի պատվիրակության նախագահ Օթմար Կարասի կարծիքով ԵՄ Արևելյան գործընկերության քաղաքականությունը 2009թ.-ից ի վեր ավելի է մոտեցրել արևելյան հարևաններին դեպի ԵՄ այնպիսի եղանակով, որը որ չէր հակասում Մոսկվայի շահերին: Սակայն, նրա կարծիքով ԵՄ-ն հիմնականում ձախողել է տարածաշրջանային հակամարտություններին լուծումներ գտնելու, ժողովրդավարական առաջընթացն արագացնելու և օրենքի գերակայության ամրապնդման հարցերում: Ի սկզբանե համարվել ԵՄ հուսալի գործընկեր՝ Ռուսաստանը աստիճանաբար մարտահրավեր մեկնեց Բրյուսելին՝ հրաժարվելով միանալ Արևելյան գործընկերության, բայց դեռ փորձելով չկորցնել իր ազդեցությունը: Կարասի կարծիքով՝ ԵՄ-ն պետք է առաջարկի Եվրասիական տնտեսական միության հետ հարաբերությունների իր երկարաժամկետ տեսլականը: Այն պետք է միջոցներ ձեռնարկի առևտրի ազատականացման դյուրացման և ներդաշնակեցման ուղղությամբ, որպեսզի այդ «երկու միությունները, առնվազն համատեղելի լինեն Առևտրի համաշխարհային կազմակերպության ներքո: (in order to make the 'two unions' at least compatible under the world trade organisation agreement.)  https://www.theparliamentmagazine.eu/articles/opinion/eu-russia-and-ukraine-what-future-eastern-partnership

Հատկանշական է այն, որ Լատվիայի ԱԳ նախարար Էդգարս Ռինկևիչսը մայիսին կայանալիք Արևելյան գործընկերության գագաթնաժողովն անվանել էր «գոյատևման գագաթնաժողով»՝ հավանաբար նկատի ունենալով այն բազմաթիվ խնդիրները, որոնց հետ առնչվել էին անդամ երկրները՝ գումարած Ռուսաստանի հետ ներկայիս ԵՄ-ի խնդիրները: Նախարարի կարծիքով՝ անհրաժեշտ է մշակել ավելի անհատական մոտեցումներ յուրաքանչյուր գործընկերոջ հետ: Նրանցից երեքը՝ Ուկրաինան, Մոլդովան և Վրաստանը ձգտում են ասոցացման, իսկ Հայաստանը գերադասեց միանալ Ռուսաստանի կողմից ղեկավարվող Մաքսային միություն, որի արդեն անդամ էր հանդիսանում Բելառուսը: Ադրբեջանն էլ չի ցանկանում փոխել ԵՄ-ի հետ հարաբերությունների ներկայիս իր կարգավիճակը:
