Պառլամենտում արդեն երրորդ օր է շարունակվում է պետբյուջեի կատարողականի վերաբերյալ հանձնաժողվների քննարկումները, որոնք անցնում են բավականին պասիվ և մի տեսակ արհամարական մթնոլորտում: Տպավորություն է, որ հայ օրենսդիրներին չի հետաքրքրում մեր գերատեսչությունների տարեկան հաշվետվությունը:

Սակայն ի տարբերություն այդ փաստին, այս լսումներն աչքի էին ընկնում իրենց մեջ մի տեսակ «սենսացիոն» տարրեր պարունակող հայտարարություններով:ԲՀԿ խմբակցության ղեկավար Նաիրա Զոհրաբյանը լսումներից մեկի ժամանակ հայտարարել էր, թե տեղեկություն ունեն, որ մանկատներից տարբեր երեխաների օրավարձով, հանցավոր համաձայնության գալով, տանում են մուրացկանության, միգուցե ոչ տնօրենի, այլ՝ ավելի ցածր օղակների հետ են հանցավոր համաձայնության գալիս, երեխային վերցնում են և օրվա վերջում հանձնում մանկատուն:

Զոհրաբյանի թելն այնուհետև շարունակեց թելել Վահան Բաբայանը` մտահոգություն հայտնելով, որ մուրացկաններ կան, որ մի քանի ամսական երեխաներին գրկներին մուրացկանություն են անում. «Ժողովուրդն ասում է՝ նույնիսկ պռակատով են վերցնում այդ երեխաների»:

Փաստենք, որ իրականում գործ ունենք տհաճ, ու միաժամանակ բավականին խնդրահարույց իրավիճակի հետ, քանի որ սրա տակ ուղղակի քրեական հանցագործություն է քողարկված, եթե իհարկե այդ փաստերը համապատասխանում են իրականությանը:

Նկատենք մի տարրական հանգամանք, եթե պատգամավորներին հայտնի է նման հանցավոր արարքների մասին, ինչո՞ւ կոնկրետ անուններ չեն նշում: Ինչո՞ւ են նման քրեական հաղորդումն օգտագործելով` կառավարության կատարողականի վերաբերյալ քննարկումը դարձնում թատերական ներկայացում, արդյոք որոշակի հասարակական ուշադրություն է հարկավո՞ր, որպեսզի նոր միայն բարձրաձայնվի այդ ահավոր դեպքերի մասին: Ինչո՞ւ մինչև հիմա պատգամավորները չեն դիմել իրավապահ մարմիններին, սրանք հարցեր են, որոնց պատասխանները դեռ հանրությանը հայտնի չեն:

Նշենք նաև, որ պետք է ամեն հայտարարություն հիմնավորված լինի, մանավանդ, որ այդ մասին պատգամավորներն են հայտարարում. կատարվել է հանցագործություն և պետք էր այն ավելի վաղ ներկայացնել համապատասխան մարմիններին:

Նմանատիպ փաստերն անմիջապես իրազեկման անհրաժեշտություն են պահանջում: Այս քայլերի հայտնաբերումից հետո միանշանակ պետք է պայքարել ու պատասխանատվության ենթարկել մեղավորներին:

Հարկ է նշել, որ ցանկացած արտահայտություն զուտ օդի մեջ ասել կարող է յուրաքանչյուր ոք, ուստի դրանց համար հարկավոր են փաստական հիմնավորումներ, այս խնդրում մեծ է նաև ընդհանուր հասարակության համագործակցության դերակատարությունը, քանի որ սա բոլորիս խնդիրն է:
