Նոր կուսակցությունների ստեղծման հետ կապված նախապես հիացմունք կամ հիասթափություն արտահայտելն աննպատակահարմար ու անտեղի մի բան եմ համարում՝ միայն իրենց կողմից հռչակած նպատակներին հասնելուց հետո նորաստեղծ կուսակցության հիմնադիրները կարող են վստահորեն պնդել, որ այդ նախաձեռնությունն արդարացված էր:Միաժամանակ ես այն զգացողությունն ունեմ, որ ինչպես ՔՊ-ի, այնպես էլ Տիգրան Ուրիխանյանի “Ալյանսի” հիմնադրումը մի տեսակ ցցուն կերպով համընկավ պարոն Ծառուկյանի կողմից քաղաքականությամբ չզբաղվելու որոշման հետևանքով տեղի ունեցած ԲՀԿ-ի քաղաքական կշռի զրոյացման հետ: Կա մի գերխնդիր, որի լուծումն օդ ու ջրի պես անհրաժեշտ է Հայաստանին՝ դա պետական կառավարման համակարգի որակական կերպափոխման խնդիրն է: Շատերն են այս հարցն արծարծում, սակայն արծարծողներից շատ քչերն են իրականում պատկերացնում, թե այդ նոր որակն ինչպես կարելի է ձևավորել: Կարևորն այն է, որ անհրաժեշտ գործընթացը կարող է նախաձեռնել ինչպես գործող իշխանությունն, այնպես էլ իրենց ընդդիմադիր հռչակած քաղաքական հին ու նոր ուժերը: Պարզապես իշխանությունն ու ընդդիմությունն այս խնդիրը լուծելու համար անհրաժեշտ տարբեր ռեսուրսների են տիրապետում՝ իշխանությունը կարող է գործի գցել իր տրամադրության տակ եղած վարչական լծակներն ու ֆինանսա-տնտեսական ոլորտում ունեցած բացառիկ մենաշնորհը, մինչդեռ ընդդիմության ուժը կարող են կազմել գործող իշխանության ու վերջինիս հետ սերտաճած օլիգարխիկ կլանների ապօրինություններից ու թալանից հոգնած և ապստամբության պատրաստ դժգոհ զանգվածները: Այսպիսով անհրաժեշտ փոփոխություններին հասնելու երկու հիմնական եղանակ է ուրվագծվում՝ մեկը իշխանության ներքին էվոլյուցիայի տարբերակն է, իսկ մյուսը՝ հեղափոխական ճանապարհով իշխանափոխության և սեփականության բռնի վերաբաշխման միջոցով ցանկալի արդյունքն ապահովելու տարբերակը: Կարևոր է, որ նորաստեղծ կուսակցության փաստացի քաղաքական առաջնորդը գիտակցում է կոլեգիալ աշխատաոճի ու կարևոր որոշումների համատեղ ընդունման մեխանիզմի առկայության առաջնահերթությունը: Տեսնենք, թե հռչակված այդ հիմնարար սկզբունքներն ինչպես կյանքի կկոչվեն գործնականում: Վերջին տասնամյակի քաղաքական զարգացումները ցույց տվեցին, որ հանրությունն ավելի է պատրաստ համախմբման ու հեղափոխական գործողությունների, քան այն առաջնորդները, որոնք փորձեցին հանրության, ժողովրդի այդօրինակ տրամադրությունները վերածել առևտրի համար պիտանի քաղաքական կապիտալի: Մի բան ակնհայտ է՝ մարդիկ ուզում են հավատալ առաջնորդներին և առաջնորդ լինելուն հավակնող քաղաքական գործիչների համար մեծ դժվարություն չի կազմի՝ պատեհ առիթի դեպքում ամբոխահաճո խոստումների միջոցով բողոքի նորանոր ալիքներ բարձրացնել: Հայաստանյան որևէ քաղաքական ուժի կառուցողական ու պետականաշեն գործունեության հաջող ընթացքի վկայությունն այն կլինի, որ Հայաստանում պետական կառավարման համակարգը որակական փոփոխության ենթարկվի առանց հեղափոխական , նոր ապօրինություններ ծնող, ցնցումների:
