Որոտանի կասկադի գործարքը երկարատև բանակցություններից հետո հասավ իր հանգուցալուծմանը, ժամեր առաջ ստորագրվել է «Որոտան հիդրոէլեկտրակայանների համալիր» ընկերության գույքի առուվաճառքի փոփոխված և լրամշակված պայմանագիրը` ՀՀ-ի, «Որոտան հիդրոէլեկտրակայանների համալիր», «Քոնթուր գլոբալ հիդրոկասկադ», «Քոնթուր գլոբալ տերրա հոլդինգս» եւ «Սի-Ջի սոլյուշնս գլոբալ հոլդինգ քամփնի» ընկերությունների միջև:

«Սի-Ջի սոլյուշնս գլոբալ հոլդինգ քամփնի» ընկերության գլխավոր գործադիր տնօրեն Ջոզեֆ Բրանդտն «Որոտան հիդրոէլեկտրակայանների համալիր» ընկերության գույքի առքուվաճառքի պայմանագրի ստորագրումը համարել է աննախադեպ և ընդգծել, որ իրենք շահագրգռված են մեծածավալ ներդրումներ կատարել` Որոտան հիդրոէլեկտրակայանների համալիրի արդիականացման և լիարժեք գործարկման համար:

Նշենք, որ Որոտանի կասկադը վաճառվել է 180 մլն դոլարով: Ամերիկյան ընկերությունը պարտավորվել է առաջիկա վեց տարիներին համալիրի արդիականացման և վերանորոգման համար ներդնել 70 մլն դոլար, որի համար ՀԿԾՀ-ն պետք է ներկայացնի կապիտալ ներդրումների և ծախսերի ծրագիր:

Փաստենք, որ ամերիկյան ընկերության կողմից կատարվող մեծածավալ ներդրումները բխում են Հայաստանի տնտեսական շահերից, քանի որ երկիրն այսօր գտնվում է դժվարին տնտեսական կացության մեջ և տնտեսությունը ներդրումների կարիք է զգում:

Պետք է հաշվի առնել նաև այն հանգամանքը, որ Որոտանի կասկադն ունի շուրջ 400 մեգավատ հզորություն և անփոխարինելի դեր է խաղում էներգետիկ համակարգի ռեժիմային կարգավորումներում (երբ Մեծամորի ԱԷԿ-ը գտնվում է պլանային դադարում): Այս իմաստով, կասկադի արդիականացումն անշուտ օրակագում է պահում նոր ԱԷԿ-ի շինարարության հարցը: Որոտանի կասկադի վաճառքը, ըստ էության, կրճատում է էներգետիկ ոլորտում հնարավոր ռիսկերը և հնարավորություն է տալիս օգտագործել տվյալ ոլորտում առկա ամերիկյան ընկերության փորձը:

Մյուս կողմից Որոտանի կասկադի վաճառքը բխում է ոչ միայն երկրի էներգետիկ ոլորտը դիվերսիֆիկացնելու անհրաժեշտությունից, այլ նաև ամբողջ տնտեսության դիվերսիֆիկացումից:

Որոտանի կասկադի գործարքը միակ խոշոր փոխշահավետ համաձայնությունը չէ ամերիկյան կողմի հետ, և որոշակի առումով լրացնում է Հայաստանի ու ԱՄՆ-ի միջև մայիսի 7-ին ստորագրված Առեւտրի եւ ներդրումների շրջանակային համաձայնագրին։

Այսպիսով՝ կարելի է նշել, որ Հայաստանը միաժամանակ լինելով ԵՏՄ անդամ պետություն, լիարժեքորեն օգտագործում է իր հնարավորությունները ԱՄՆ-ի հետ տնտեսական և էներգետիկ հարաբրությունները խորացնելու համար:
