«Ռուսական երկաթուղիներ» ընկերության նախագահ Վլադիմիր Յակունինը երեկ հայտարարել է, թե Իրան- Հայաստան երկաթուղին չունի որևէ հեռանկար:

Իհարկե հասկանալի է ռուսական կողմի մտահոգությունը: Հայ-իրանական երկաթուղու ծրագրի հաջող ընթացքը կարող է նվազեցնել ռուսական երկաթուղու դերը հայկական շուկայում:

«Ռուսական երկաթուղիներ» ընկերության կատարած հաշվարկներն ու վերլուծությունները Իրան-Հայաստան երկաթգծի կառուցման նպատակահարմարության մասով մեղմ ասած չհիմնավորված են և ոչ լիարժեք:

Հայ-իրանական երկաթգծի շինարարության դրական կողմերից մեկն այն է, որ դրա կառուցման առնվազն 30 տոկոսի ավարտից հետո Իրանը պարտավորվում է 400 միլիոն դոլար հատկացնել՝ մինչև Հայաստանի սահման երկաթուղի կառուցելու համար:

Բացի դրանից 2013-ի հունվարին Հայաստանի կառավարության և Արաբական Միացյալ Էմիրություններում գրանցված «Ռասիա ՖԶԷ» ներդրումային ընկերության միջև ստորագրված կոնցեսիոն պայմանագրի համաձայն, ընկերությունը պարտավորվել է իր միջոցներով ուսումնասիրել հայ-իրանական երկաթգծի կառուցման հնարավորությունը: Կառուցման ավարտից հետո նրան կվերապահվի 30 տարի երկաթգիծը շահագործելու իրավունքը:

«Ռուսական երկաթուղիներ» ընկերության նախագահի հայտարարությունը կարելի է որակել որպես անհաջող մենեջմենթի հետևանք: Մեկ տարի առաջ երկաթգծի կառուցման մասին ընկերության նախագահը դրական էր արտահայտվում և այսօր, երբ կառուցումը պատրաստվում է մտնել գործնական փուլ՝ դիրքորոշումը այս հարցի շուրջ կտրուկ փոխվում է:

Իրան-Հայաստան երկաթուղու կառուցման դեպքում երկաթուղային հաղորդակցությամբ Հայաստանի վրայով կարող են միմյանց կապվել Իրանն ու Վրաստանը: Այդ ամենից շահում է նաև Հայաստանը: Երկաթգծի կառուցումը միայն ֆինանսական տեսանկյունից արդեն իսկ ձեռնտու գործարք է:

Պետք է փաստենք, որ երկաթուղին նախ կարևոր է Հայաստան-Իրան փոխհարաբերությունների ամրապնդման տեսնակյունից և բացի դա, բավականին էժան և հարմար փոխադրամիջով է:

Հ.Գ. Իսկ թե ինչու՞ է Յակունինը կարծում, որ իր վերլուծությունները Հայաստանի իշխանությունների համար առաջնային կարևորություն ունեն, դեռ պարզ չէ: Կարծում եմ` պարզապես նրա մոտ իշխում է «թեթև տեղը ծանրացնելու» սինդրոմը: 
Չմոռանանք, որ վերջին շրջանում միակ դեպքը չէ, երբ ռուսական ընկերություններն աչքի են ընկնում մենեջմենթի, հաշվարկների և վերլուծությունների ձախողումներով:
