Նիկոլայ Բորդյուժայի՝ արցախյան հիմնախնդրի կարգավորման հարցում ԵԱՀԿ Մինսկի խմբին աջակցություն հայտնելը, կարեւոր է, այսինքն՝  կառույցն աջակցում է հիմնախնդրի բանակցային ձեւաչափին և խաղաղ կարգավորմանը:

«Sputnik-Արմենիա» ռադիոկայանի հետ զրույցում նման մեկնաբանություն է արել քաղաքագետ Արմեն Մինասյանը՝ անդրադառնալով այսօր տեղի ունեցած տեսակամուրջի ժամանակ ՀԱՊԿ-ի գլխավոր քարտուղար Նիկոլայ Բորդյուժայի խոսքերին:

Քաղաքագետը չի բացառում նաեւ, որ ՀԱՊԿ-ը կարող է զսպող մեխանիզ դիտարկվել՝ Արցախի նկատմամբ ագրեսիայի դեպքում: «Բայց տվյալ դեպքում խոսքը ոչ այնքան բազմակողմ ֆորմատի մասին է, որքան հայ-ռուսական երկկողմ ռազմավարական դաշնակցության, չնայած ՀԱՊԿ-ի կազմում ևս այդ երկկողմն առկա է: Բայց պետք է տարանջատել ԼՂՀ-ն Հայաստանի Հանրապետությունից: Բազմաթիվ անգամ ամրագրվել է, որ սպառնալիք դիտարկվում  է Հայաստանի Հանրապետության տարածքային անձեռնմխելիության ոտնահարումը: Այնուհանդերձ, ամեն դեպքում սա զսպող է, որովհետև գիտենք, որ Հայաստանն էլ  Արցախի անվտանգության երաշխավորն է,  այսինքն, եթե ուղղակի  միջամտություն չի ենթադրում, ապա գոնե միջնորդավորված ՀԱՊԿ-ն շահագրգռված է հակամարտության զսպմամբ, որպեսզի իրադարձությունները դուրս չգան հսկողությունից»,-պարզաբանել է բանախոսը:

Մամուլում տեղեկություն էր տարածվել Ադրբեջանի՝ ՀԱՊԿ-ին անդամակցելու վերաբերյալ: Սրան ի պատասխան՝ Բորդյուժան ասել էր, որ Ադրբեջանը ՀԱՊԿ-ին անդամակցելու ցանկություն չի հայտնել, բայց եթե հայտնի, ապա կառույցը պատրաստ է հարցը քննարկել նաև պաշտոնական Երևանի հետ: Որքանո՞վ է հնարավոր Ադրբեջանի ներկայությունը ՀԱՊԿ-ում: Հարցին ի պատասխան՝ Արմեն Մինասյանը ընդգծում է՝ նախ Ադրբեջանը պաշտոնապես հայտարարում է չմիավորման մասին և անդամակցում է «Չմիավորման շարժմանը»,«այսինքն՝ դժվար է ակնկալել Ադրբեջանի՝ ՀԱՊԿ-ին անդամակցությունը»:«Բայց, եթե հիպոթետիկ ասենք, որ Ադրբեջանը նման ցանկություն է հայտնում, ապա հաջորդ հարցը Հայաստանի վերաբերմունքն է: Իսկ Հայաստանի վերաբերմունքը,  հասկանալի է՝ դրական չի լինի: Դժվար է պատկերացնել միևնույն ռազմաքաղաքական դաշինքում երկու անդամների ներկայությունը, որոնք միմյանց գլխավոր սպառնալիք են դիտարկում»,-նկատել է քաղաքագետը:

Հակառակորդ երկու պետությունների՝  միեւնույն ռազմական կառույցում ընդգրկված լինելը, տեսականորեն հնարավոր է, բայց դրա գործնական կիրառումը, ըստ բանախոսի, դժվար է պատկերացնել: «Այս դեպքում ՀԱՊԿ-ն ընդհանուր բարեփոխման կարիք է ունենալու, այնպես, որ անդամ պետությունների փոխադարձ հարաբերությունները չդիտարկվեն սպառնալիք միմյանց նկատմամբ: Այդպիսի փորձ, օրինակ, ունի ՆԱՏՕ-ն` Հունաստանն ու Թուրքիան: Տարիների ընթացքում երկխոսությունը բերեց նրան, որ այդ երկրները դադարեցին միմյանց դիտարկել որպես հիմնական սպառնալիք: Այնուհանդերձ, ի տարբերություն  Հունաստան-Թուրքիա հարաբերությունների՝ Հայաստանն ու Ադրբեջանը կոնֆլիկտի ակտիվ փուլում են և հիմնական հարցը շարունակվում է մնալ չլուծված»,-եզրափակել է Արմեն Մինասյանը:
