ԱԺ-ն ամբողջությամբ ընդունեց Դիլիջանում ներդրումների խրախուսման ծրագիրը

Ազգային ժողովը երրորդ ընթերցմամբ և  ամբողջությամբ ընդունեց Դիլիջան քաղաքում ներդրումային ծրագրի վերաբերյալ օրենքի նախագիծը:

ՀՀ Տավուշի մարզի Դիլիջան քաղաքային համայնքի և հարակից տարածքների զարգացման և ներդրումների խրախուսման մասին օրենքի նախագծին կողմ քվեարկեց 78, դեմ՝ 8, ձեռնպահ 7 պատգամավոր:

Կսահմանվեն   հարկային եւ մաքսային արտոնություններ այն ներդրողների համար, որոնց կողմից տարածքների, դրանց առանձին ոլորտների կամ բնագավառների զարգացման կամ օբյեկտների կառուցապատման եւ շահագործման առանձնահատուկ ծրագրերը հավանության են արժանացել ՀՀ կառավարության կողմից:

Օրենքը կարգավորում է Տավուշի մարզի Դիլիջան քաղաքային համայնքի  եւ հարակից տարածքների զարգացման եւ ներդրումային ծրագրերի խրախուսման ու իրականացման նպատակով ներդրումային ծրագրերի հաստատման եւ իրականացման կարգը, քաղաքաշինական փաստաթղթերի մշակման, քննարկման եւ հաստատման, քաղաքաշինական գործունեության իրականացման առանձնահատկությունները,  տեղական ինքնակառավարման առանձնահատկությունները` հիմնված հանրային մասնավոր համագործակցության սկզբունքի վրա:

Օրինագծի ընդունման անհրաժեշտությունը պայմանավորված է Դիլիջան քաղաքը եւ հարակից տարածքները որպես կրթական, պատմամշակութային, տուրիստական կենտրոնի ձեւավորման, քաղաքի եւ հարակից տարածքների ենթակառուցվածքների զարգացման կարեւորությունից: Նախագիծը բխում է նաեւ Դիլիջան քաղաքի գլխավոր հատակագծի, գոտիավորման, քաղաքաշինական եւ կառուցապատման ծրագրերի միասնականության ապահովման, բարենպաստ ներդրումային միջավայրի ձեւավորման եւ սոցիալ-տնտեսական իրավիճակի բարելավման անհրաժեշտությունից:

Օրենքով նախատեսվում է Դիլիջան քաղաքում և հարակից տարածքներում գործունեության այնպիսի տեսակների արգելում, որոնք բացասական ազդեցություն են ունենում շրջակա միջավայրի վրա: Դրանք են հանքագործական արդյունաբերությունը, Էլեկտրաէներգիայի արտադրությունը (բացառությամբ արևային, հողմային, երկրաջերմային  և կենսազանգվածի  էներգիայի), Քիմիական և բնության համար բացասական ազդեցություն ունեցող և այլ գործունեության տեսակները:
