Հոսանքի թանկացումն այլեւս պատճառ չէ տնտեսության մեջ մտնող փողի գինը բարձր պահելու համար։ Ընդհակառակը՝ ժամանակն է որպեսզի Կենտրոնական բանկը նվազեցնի վերաֆինանսավորման տոկոսադրույքը՝ այդ ճանապարհով նպաստելու տնտեսական ակտիվությանը։ Եթե նախկինում վերաֆինանսավորման տոկոսադրույքը բարձր պահելը համարվում էր էլեկտրաէներգիայի թանկացման հետեւանքով առաջացող լրացուցիչ գնաճային ճնշումը չեզոքացնելու կամ մեղմելու հիմնական պատճառներից մեկը, ապա այն բանից հետո, երբ կառավարությունը ստանձնեց սակագնի բարձրացումը փոխհատուցելու բեռը՝ դրա անհրաժեշտությունը, գոնե այս տարվա համար, վերանում է։

Նշենք, որ Կենտրոնական բանկը հոսանքի թանկացման ուղղակի եւ անուղղակի ազդեցությունը գնաճի վրա գնահետել է 1,3 տոկոսի չափով։ ԿԲ կարծիքով, վերաֆինանսավորման տոկոսադրույքը 10,5 նիշի վրա պահելու դեպքում կհաջողվի գնաճը խարսխել նախատեսված միջակայքի վերին սահմանին։ Եթե մինչեւ հոսանքի սակագնի փոխհատուցման կառավարության նախաձեռնությունը սա ինչ-որ առումով գուցե թե արդարացված էր, ապա այժմ նման անհրաժեշտություն այլեւս չկա։

Խնդիրն այն է, որ վերաֆինանսավորման բարձր տոկոսադրույքի պայմաններում նպաստավոր միջավայր ստեղծելով գնաճային ճնշման թուլացման համար՝ ԿԲ-ն մյուս կողմից արգելակում է տնտեսական գործընթացները։ Այժմ երբ էլեկտրաէներգիայի սակագնի բարձրացմամբ պայմանավորված գնաճային հավելյալ ճնշման խնդիրը գոնե այս պահին չկա, ԿԲ-ն պետք է մտածի վերաֆինանսավորման տոկոսադրույքի ազդեցությունը տնտեսության վրա թուլացնելու մասին։ Առավել եւս, որ արտաքին ու ներքին միջավայրից գնաճի վրա ազդող գործոնները բավական բարենպաստ են։

Կենտրոնական բանկի գնահատումներով, արտաքին հատվածի զարգացումները վկայում են, որ այստեղից գնաճի հավելյալ ճնշում հիմնականում չի սպասվում։ Համաշխարհային տնտեսությունը շարունակում է արձանագրել զարգացման դանդաղ տեմպ, ինչը հանքահումքային ապրանքների գների էական փոփոխություններ չի ենթադրում։ Ավելին, անկումային սպասումներ են կան ինչպես հացահատիկի, այնպես էլ շաքարավազի գների դեպքում։ Թեեւ կանխատեսվածի համեմատ ներքին տնտեսական ակտիվությունն ավելի բարձր է, այնուհանդերձ տնտեսության որոշ ոլորտներից թելադրված դրական միտումները, ԿԲ գնահատումներով, հանգեցրել են գնաճի թուլացման։ Դրանք բխում են հիմնականում գյուղատնտեսության ոլորտից։ Բարենպաստ բնակլիմայական պայմանները հիմք են տվել եզրակացնելու, որ գյուղմթերքների գներն այս տարի անհամեմատ ավելի ցածր կլինեն՝ նպաստելով գնաճային միջավայրի թուլացմանը։

Հաշվի առնելով գնաճի հետ կապված հավելյալ սպասումների չեզոքացումը՝ ճիշտ կլիներ, որպեսզի ԿԲ-ն դրանից բխող հետեւություններ աներ եւ նվազեցներ վերաֆինանսավորման տոկոսադրույքը։ Դա անշուշտ դրական քայլ կլիներ տնտեսության համար։ Հատկապես, որ առաջիկայում կառավարությունը հակված է տնտեսական ակտիվացմանն ուղղված որոշ ծրագրեր իրականացնել։ Այդ պայմաններում փողի էժանացումը կարող է լրացուցիչ խթան հանդիսանալ տնտեսական գործընթացների ակտիվացման եւ կառավարության կողմից ձեռնարկվող քայլերին օժանդակելու համար։
