Այն, որ ներկայիս իշխանություններն իրենց առաջ են դրել վերարտադրման ծրագիր, որն ամեն գնով պետք է կյանքի կոչել, ակնհայտ է: Դրա մասին են խոսում ոչ միայն ընդդիմադիր դաշտի մեծամասնությունը, այլեւ իշխանության քայլերը: Հիշեցնենք, որ, ըստ տարածված տեղեկատվության, առաջիկա ամսում սահմանադրական փոփոխությունների մասնագիտական հանձնաժողովը հավանաբար կհրապարակի սահմանադրական փոփոխությունների նախագծի ամփոփ տարբերակը: Վերջինիս հիմքում դրված է խորհրդարանական կառավարման համակարգը:

Ընդդիմության` իշխանությունների հասցեին հնչող տեսակետների եւ սպասվելիք փոփոխությունների վերաբերյալ Orer.am-ը զրուցեց ԱԺ ՀՀԿ խմբակցության պատգամավոր Շիրակ Թորոսյանի հետ. «Փոփոխությունները տեղի են ունենալու սահմանադրական հանրաքվեով: Եթե ընդդիմադիրներն ասում են, որ սահմանադրական բարեփոխումները միտված են գահը չկորցնելուն, ապա թող վեր կենան ու փայլուն քարոզարշավ կազմակերպեն, կոչ անեն հայ ժողովրդին, ՀՀ քաղաքացիներին, որ դեմ քվեարկեն: Կատարված քայլերից հետո կտեսնենք, թե ինչ կլինի. քվեարկության արդյունքներն ամեն ինչ ցույց կտան»:

Շիրակ Թորոսյանը որպես պատմաբան է մոտենում հարցին եւ նշում, որ յուրաքանչյուր տասնամյակը մեկ փոոփոխություններ է անհրաժեշտ կատարել. «Ես կարծում եմ, որ առնվազն յուրաքանչյուր տասնամյակը մեկ նոր պահանջներ, խնդիրներ ու մարտահրավերներ են առաջ գալիս պետության, ժողովրդի, քաղաքացու առջեւ, հետեւաբար նոր փոփոխությունների անհրաժեշտություն է առաջանում: Եթե զուտ հայ իրականության եւ հայ մտածողության խորքային վերլուծություն իրականացնենք, ապա կտեսնենք, որ հայի մտածելակերպի առավել կենսունակ ժողովրդավարությունը եղել է խորհրդարանական կառավարման մոդելը: Ես այս կարծիքին եմ եկել որպես պատմաբան: Հավելեմ, որ Առաջին հանրապետության խորհրդարանական կառավարման մոդելը մեր քաղաքական կառավարման փորձառության լուրջ փորձաքար է եղել, Երկրորդ Հանրապետությունը եւս խորհրդարանական կառավարման մոդել է ունեցել, Երրորդ Հանրապետության կառավարման ձեւը եղել է ժամանակի տված տուրք, իսկ հայի մենթալիտետը, խոշոր հաշվով, խորհրդարանական կառավարման մոդելի մեջ առավել լայնորեն է տեղավորվում»:
