«ՀՀ կառավարոթյան երեկվա նիստը սկսվեց, մեղմ ասած, տարօրինակ իրադարձպտյամբ: Վարչապետ Հովիկ Աբրահամյանը հարցեր ուղղեց ՀՀ էներգետիկայի ե բնական պաշարների նախարար Երվանդ Զախարյանին «Նաիրիտի» աշխատակիցների աշխատավարձի գծով պարտքերի մարման մասին: Նախարարի պատասխանից հետո կարճ ելույթի թույլտվություն խնդրեց ՀՀ ագգային անվտանգության ծառայության պետ Գորիկ Հակոբյանը: Սա, մեղմ ասած, արտառոց էր: Նրա պաշտոնավարման 11 տարիների ընթացքում դժվար է հիշել դեպք, երբ Գորիկ Հակոբյանը կառավարության նիստի ժամանակ ելույթ ունենա օրակարգային հարցերից դուրս: Իսկ այն, որ ԱԱԾ տնօրենը խոսի իր հետ որևէ կապ չունեցող թեմայի շուրջ՝ հաստատ առաջին անգամ է: Նրա կարճ ելույթն էլ սենսացիոն էր:

 ԱԱԾ տնօրենի «Չկա վստահություն մեր իշխանությունների նկատմամբ» վերտառությամբ այսելույթը այնպիսի մեծ աղմուկ բարձրացրեց, որ նա քիչ ավելի ուշ ստիպված եղավ «արդարանալ»:

Ինչո՞ւ հանկարծ Գորիկ Հակոբյանը որոշեց ելույթ ունենալ նիստի ժամանակ: Կառավարության մեր աղբյուրներից ստացված տեղեկատվությունը լույս է սփռում այս պատմության վրա: Ըստ այդ տեղեկությունների, վերջին ամիսներին ԱԱԾ-ն որոշ ուսումնասիրություններ է կատարել հասարակության մեջ առկա տրամադրռթյունների, արտագաղթի, աղքատության, զորակոչի և այլ հարցերի շուրջ ու բավականին վտանգավոր պատկեր ստացել: Այս մասին ԱԱԾ-ն մի քանի ոչ հրապարակային զեկուցագրեր է ներկայացրել կառավարությանը, սակայն որևէ արձագանք չի ստացել: Ամենայն հավանականությամբ, իր գերատեսչության ներկայացրած զեկուցագրերի նկատմամբ կառավարության դրսևորած անտարբերության պատճառով էլ երիկ Հակոբյանը չի դիմացել ու փորձել է ուշադրություն հրավիրել եղած բազմաթիվ խնդիրներից գոնե մեկի վրա: Այսպես ասած «հուսահատ պոռթկում է» եղել»,–գրում է թերթը։
