ՀՀ վարչապետ Հովիկ Աբրահամյանը, անդրադառնալով «Որոտանի հիդրոէլեկտրակայանների համալիր» ՓԲԸ-ի վաճառքին վերաբերող հարցին, ասել է. «Որոտանի ՀԷԿ-ը չօտարելու նպատակ մենք չունենք: Նոր կառավարությունն ամեն ինչ անում է, որպեսզի այդ գործարքը կայանա, բայց կայանա ի շահ մեր պետության ու տնտեսության և պահպանվեն օրենքի բոլոր կետերը: Իհարկե, կան թերություններ և կետեր, որոնք ընդունելի չեն, օրինակ, շահութաբերության սանդղակը շատ բարձր է՝ 23.5 տոկոս, որին ես սկզբունքորեն դեմ եմ: Չի կարող լինել այնպիսի մի գործարք, որի դեպքում ապագա գնորդը 23.5 տոկոս շահութաբերություն ունենա: Մեր երկրում այդպիսի գործարք չի եղել, և այժմ աշխատում ենք այդ կարևոր փաստի վրա: Մենք կարևորում ենք ամերիկյան խոշոր ընկերության կողմից 180 մլն ԱՄՆ դոլարին համարժեք ներդրումը մեր տնտեսությունում: Ինչ վերաբերում է ընկերության նկատմամբ վստահությանը, ապա ես որևէ մութ բան չեմ տեսնում, քանի որ մենք արդեն 2-3 ամիս թափանցիկ աշխատում ենք: Որևէ ճնշում կամ ազդեցություն չկա: Լուրեր են շրջանառվում նաև, որ գործարքն ուզում ենք անվավեր համարել և օտարել ռուսական որևէ կազմակերպության: Եթե այն անվավեր լինի, քանի դեռ վարչապետ եմ, դեմ եմ լինելու Որոտանի ՀԷԿ-ը որևէ այլ երկրի գործարարին օտարելուն: Մենք առաջարկել ենք ամերիկյան կողմին մեր մոտեցումները, սկզբունքորեն այն բոլոր կետերը, որոնց հետ համաձայն չենք: Իրենք կտան կարծիք. եթե կհամաձայնվեն՝ լավ, եթե ոչ՝ գործարքը չի կայանա և չենք օտարի Որոտանի ՀԷԿ-ը»:
Հավանաբար, շատերը հիշում են, որ ՀՀ-ում ԱՄՆ արտակարգ և լիազոր դեսպան Ջոն Հեֆերնը հանդես էր եկել հայտարարությամբ, որում իր բուռն դժգոհությունն էր արտահայտել գործարքի ձգձգման կամ հնարավոր չեղարկման կապակցությամբ: Հավանաբար, դա իր ազդեցությունն ունեցել է, և վարչապետը վերահաստատում է Որոտանի կասկադը հենց ամերիկյան ընկերության օտարելու իր մոտեցումը:
Տպավորությունն այնպիսին է, սակայն, որ պետական գույքը, տվյալ դեպքում՝ աշխատող ձեռնարկության տեսքով, օտարելը մեր բոլոր կառավարությունների համար եղել և մնում է ինքնանպատակ: Տարատեսակ ներդրումների անվան տակ մենք զրկվեցինք մեր արտադրական, նաև էներգետիկ ռեսուրսներից, իսկ տվյալ պարագայում խոսքը Հայաստանում ամենաէժան էլեկտրաէներգիան արտադրող ձեռնարկության մասին է:
Նման ձեռնարկությունները որևէ պարագայում չպետք է ենթակա լինեն օտարման, իսկ եթե խնդիրը ներդրումն է, ապա դա կարելի էր ԲԲԸ բաժնետոմսերի տեսքով վաճառել սեփական ժողովրդին: Բայց ոչ՝ անպայման պետք է կրակն ընկնել օտարերկրացիների ձեռքը:
