ՀՀ հանրային ծառայությունները կարգավորող հանձնաժողովը հուլիսի 27-ին կայացած նիստում հաստատել է ՀՀ հանրային ծառայությունները կարգավորող հանձնաժողովին էլեկտրաէներգետիկական համակարգում կարգավորման խորհրդատվական ծառայության մատուցման առաջարկ ներկայացնելու հրավերը: Ինչպես «Արմենպրես»-ին տեղեկացրին  ՀՀ հանրային ծառայությունները կարգավորող հանձնաժողովից, որոշումն ընդունվել է` հաշվի առնելով 2015 թվականի հունիսի 27-ին Հայաստանի Հանրապետության տնտեսական քաղաքականության պատասխանատուների հետ խորհրդակցության ժամանակ Հայաստանի Հանրապետության Նախագահի հայտարարությունը, նպատակ ունենալով բարձրացնել հանձնաժողովի գործունեության նկատմամբ հանրության վստահությունն ու բացառել էլեկտրաէներգետիկական համակարգում 2015 թվականի սակագների սահմանման գործընթացի հիմնավորվածության վերաբերյալ տարաբնույթ մեկնաբանությունները, հուլիսի 27-ին կայացած նիստում հաստատել է ՀՀ հանրային ծառայությունները կարգավորող հանձնաժողովին էլեկտրաէներգետիկակա համակարգում կարգավորման խորհրդատվական ծառայության մատուցման առաջարկ ներկայացնելու հրավերը:

Նույն որոշմամբ, լավագույն հնգյակում ընդգրկված միջազգային խորհրդատու ընկերությունների առաջարկների ստացման աշխատանքների կազմակերպման համար հանձնաժողովում ստեղծված աշխատանքային խմբին հանձնարարվել է 1-օրյա ժամկետում ուղարկել հաստատված հրավերը միջազգային խորհրդատու ընկերություններին և վերջիններիս կողմից առաջարկների ներկայացման վերջնաժամկետի ավարտից հետո եռoրյա ժամկետում ամփոփել միջազգային խորհրդատու ընկերությունների ներկայացրած առաջարկները և արդյունքները ներկայացնել Հայաստանի Հանրապետության կառավարության աշխատակազմ:

Էլեկտրաէներգետիկական համակարգում կարգավորման խորհրդատվական ծառայության մատուցման հիմնական նպատակներ են` ստանալ հիմնավորված պատասխաններ հետևյալ երկու կարևորագույն հարցերին. ինչքանով էր հիմնավորված էլեկտրաէներգիայի սակագնի բարձրացումը, սակագնի չբարձրացման դեպքում ինչպիսի՞ վտանգներ են սպառնում էներգետիկ համակարգին:

Վերը նշված խնդիրները ուսումնասիրելու նպատակով, ՀՀ հանրային ծառայությունները կարգավորող հանձնաժողովի որոշմամբ հաստատված, լավագույն հնգյակում ընդգրկված միջազգային խորհրդատու ընկերությունների խորհրդատվական ծառայության մատուցման առաջարկ ներկայացնելու հրավերով սահմանվել է, որ խորհդատուն նախ պետք է իրականացնի էներգետիկ համակարգի գործառնական վերլուծություն, ներառյալ` արտադրողից մինչև սպառող գնագոյացման արժեշղթայի ուսումնասիրություն, սակագնի կառուցվածքի հիմնական բաղկացուցիչ մասերի, ինչպես նաև՝ շուկայի տատանումների ու մյուս գոր ծոնների նկատմամբ դրանց զգայունության ընդհանուր նկարագրի ներկայացում և ստեղծված իրավիճակի ներքո սակագների չբարձրացման հետևանքների գնահատում: 

Այնուհետ, խորհրդատուն իրականացնելու է սակագների նվազեցումների որոշ տարբերակների խորքային դիտարկումը՝ համեմատելով միջազգային և տարածաշրջանային համապատասխան գործելակերպերը և առաջարկելով կարճ ժամանակահատվածում առավել մեծ ազդեցություն ունեցող առաջնահերթ գործողությունների ցանկ։ 

Եվ վերջապես, վերը նշված երկու փուլերի ավարտից հետո, հաշվի առնելով 2016-2036 թվականների էներգետիկ համակարգի ռազմավարական զարգացման ծրագրի շուրջ քննարկումների զարգացումը և այդ խորհրդատվության արդյունքները կապակցելու անհրաժեշտությունը, հնարավոր է, որ խորհդատուն ներգրավվի երկարաժամկետ ռազմավարական զարգացման ծրագրի հետագա մշակման և դրա շուրջ խորհրդատվության տրամադրման աշխատանքներում:
