Ադրբեջանը Հայաստանի հանդեպ իր ինֆոքաղաքականությունը կառուցում է բացառապես ինֆորմացիոն պատերազմի բաղադրիչներով՝ թե «հարվածային կետերի», թե ծրագրային մեթոդների օգտագործմամբ՝ իհարկե կիրառելով ինֆորմացիոն զենքերի հարուս տեսականի: "Հարվածային կետերի" առումով այն օգտագործում է լսարանը՝ որտեղ է ասում, ում է ասում և/կամ ինչ է ասում: Ծրագրային մեթոդների առումով՝
1. Հակառակորդի մոտ խուճապի հրահրում, դրանով պայմանավորված սխալ որոշումների ներշնչում, հասարակական խառնաշփոթ, անալիտիկ դատողությունների բացառում՝ խուճապային տրամադրությունների հրահրմամբ,
2. բարոյալքում. թուլության, անկարողության ներշնչում,
3. մշակութային արժեզրկում, դրանց նկատմամբ կասկածների խորացում թե միջազգային և թե այլ հարթակներում:
Նրանք այս ամենն ուղեկցում են որոշակի գործողություններով, որոնք ավելի շատ իլյուզիվ էֆեկտի նպատակ են հետապնդում, քան իրական գործողություններ են, դիցուք՝ սահմանային միջադեպերի հրահրում, լարվածության պահպանում, պատերազմի վերսկսման սպառնալիքներ և այլն:
Այս ամենը ֆունկցիոնալ առումով դեֆեկտիվ դարձնելու համար, ըստ իս, պետք է իրականացնել գործողությունների հետևյալ համալիրը.
1. Ադրբեջանին ավելի կոշտ, խուճապ հրահրող, սպառնալիքային պատասխանի ապահովում, նրա հասարակության մոտ իրենց պետության վերջնական կոծանվելու ներշնչանքի քարոզչական դոզավորում: Արտաքին կոնֆլիկտի հրահրում, որը դրսևորվում է 2 մակարդակում. ա) սկզբունքային հակասություն՝ Ադրբեջանի ու միջազգային կառույցների անհամատեղելիության ինֆոլոգեմների պատրաստում ու տարածում՝ կապված նրա որդեգրած ագրեսիվ քաղաքականության հետ, բ) դավանած արժեքների սկզբունքային տարբերակում՝ ցույց տալով այդ երկրի ու միջազգային հանրության արժեբանական հակասականությունը:
2. Ներքին կոնֆլիկտների հրահրում. ա) սուբյեկտային հակամարտություն, որը ենթադրում է Թուրքիայի և Ադրբեջանի միջև կոնֆլիկտ՝ կապված Նախիջևանի «պատկանելության հետ»՝ ընդգծելով Նախիջևանի անկախ միավոր լինելու փաստը. դա կառաջացնի նաև Նախիջևանի և Բաքվի միջև շահերի խաչաձևում, արդյունքում՝ շահերի բախում, բ) ներէթնիկական դժգոհություններ, կասկածանք թյուրքական էթնիկական տարրի նկատմամբ: Այս ամենը կհանգեցնի նրան, որ Բաքուն իր ինֆորմացիոն ռեսուրսները կուղղի այդ խնդիրների լուծմանը՝ կրճատելով Հայաստանի դեմ հակաքարոզչության ծավալը՝ հընթացս խորացնելով հակասությունները վերոնշյալ հարաբերությունների մակարդակում:
3. «Մշակութային կապիտուլյացիա». հայկական և, այսպես կոչված, «ադրբեջանական» մշակութային անալոգիաների մատուցում, մրցակցության մեջ ներքաշում, մշակութային-բարոյական խառնաշփոթ, դեգրադացիա, ինքնության անորոշության խորացում:
Մշակույթը մեզ համար ինֆորմացիոն լավագույն զենքն է, այն նաև բնական ու հարուստ ռեսուրս է Ադրբեջանին մշակութապես խեղճացնելու և բարոյալքելու տեսանկյունից: Բայց այս ամենը պետք է կատարել հետևողականորեն և առանց խուճապի:
