Պաշտոնական կոչ-խորհուրդ՝ հատկապես լրագրողներին ու լրատվամիջոցների մյուս ներկայացուցիչներին.
Այն, որ միջազգային լրատվամիջոցներն անդրադառնում են Արցախին և արցախյան հակամարտությանն այնպես, ինչպես ցանկանում են, երբեմն կախված չէ լինում մեզնից: Սակայն երբ հայկական լրատվամիջոցները ևս լուսաբանում են Արցախը ոչ այն համատեքստում, որն առկա է և անհրաժեշտ, մեղմ ասած, ամենևին ողջունելի չէ: Հաճելի և օգտակար չէ տեսնել, որ Արցախի մասին նույնիսկ հայ լրագրողների կողմից գրվող հոդվածների ճնշող մեծամասնությունը վերաբերում է հակամարտությանը՝ իր քաղաքական և ռազմական բաղադրատարրերով: Ահա թե ինչ հետևանքների է հանգեցնում այդ աշխատելաոճը՝
1. Հասարակությունն անընդհատ լարման վիճակում է գտնվում՝ տպավորություն ունենալով, թե Արցախը շնչում է հակամարտությամբ, թե պատերազմը մազից է կախված: Այնինչ Արցախում լարումը սովորաբար անհամեմատելիորեն ավելի ցածր է լինում, քան, օրինակ, Երևանում: Պարզ հետևություն՝ լարման հիմնական աղբյուրը տեղեկատվական դաշտն է, ոչ թե բուն սահմանը:
2. Անարդարացիորեն անտեսվում են ներքին կյանքի բազմաթիվ ոլորտներ՝ սոցիալ-տնտեսական, քաղաքական, մշակութային, զբոսաշրջային և այլն: Արդյունքում ո՛չ հաջողությունների, ո՛չ էլ խնդիրների մասին է հավուր պատշաճի բարձրաձայնվում:
3. Երբեմն ԵԱՀԿ ՄԽ համանախագահներն ավելի շատ են ուշադրության կենտրոնում լինում, քան հասարակ Արցախցին իր առօրյա հերոսություններով (կամ նույնիսկ բարձրաստիճան պաշտոնյաները), իսկ չէ՞ որ Արցախը նրանցը չէ, այլ բոլոր հայերինը՝ առավել ևս՝ այդ հողի վրա բնակվողինն ու արարողինը: Արդյունքում՝ երբեմն նույնիսկ հայերիս մոտ է Արցախն ընկալվում որպես հակամարտություն:
Ի՞նչ անել... Բացի հատկապես ռազմական ոլորտի լուսաբանման որոշակի չափաբաժնից (որը, բնականաբար, իր ռազմավարական նշանակությունն ունի), չմոռանալ նաև հետևյալ քայլերը՝
Ա. Անհապաղ այցելել Արցախ բոլոր փոքր ու մեծ առիթներով, իսկ եթե չկան այդպիսիները, ցանկություն ունենալ և ստեղծել: Խոստանում եմ բոլորին առավելագույն աջակցություն ցուցաբերել՝ և՛ իմ աշխատանքից ելնելով, և՛ որպես անհատ:
Բ. Գտնել և ներկայացնել խաղաղ կյանքի հերոսների, հետաքրքիր դեմքեր ու դեպքեր՝ դրանք հնարավորինս չափով չկապելով հակամարտության այս կամ այն դիտանկյան հետ: Այդ միջոցով արտացոլել իրականությունը, այն է՝ հակամարտությունը չէ թելադրում Արցախի բնակչության կյանքի կանոններն ու ռիթմը:
Գ. Հակամարտության հետ անմիջական առնչություն չունեցող թեմաները չկապել դրա կամ Ադրբեջանի հետ: Առավել ևս՝ հաջողությունները չներկայացնել որպես Բաքվի դեմ կատարված քայլեր: Արցախի բնակչությունն ապրում ու արարում է այնտեղ ոչ ի հեճուկս Ադրբեջանի, այլ հանուն հայ ազգի և հայրենիքի զարգացման ու հարատևման:
Դ. Լուսաբանել սոցիալ-տնտեսական ծրագրերի իրագործումը, դրանց արդյունքներն ու խնդիրները, ցույց տալ Արցախի տնտեսության ներուժն ու հնարավորությունները: Վերջիվերջո, տնտեսական զարգացումն Արցախի ապագայի գլխավոր հենասյուներից մեկն է, և անհրաժեշտ է թե՛ ներգրավել նոր ներդրումներ, թե՛ բացահայտել խնդիրներն ու հնարավորությունները՝ նոր խթաններ ստեղծելով տնտեսության արդյունավետության բարձրացման համար:
Ե. Ոչ միայն թղթակիցներ, այլ նաև հնարավորինս շատ կապեր ունենալ Արցախում, ինչը կհանգեցնի նույնիսկ հեռավորությունից լուսաբանման ծավալի ու որակի բարձրացման:
Զ. Ուղղակի որպես ամփոփիչ սկզբունք՝ պետք է մտքի մեջ միշտ ունենալ, որ Արցախը հակամարտություն չէ, այլ հայկական հող, զարգացող պետություն ու տնտեսություն:
