Պատերազմի և խաղաղության լուսաբանման ինստիտուտի Ադրբեջանի գրասենյակի ղեկավար Շահին Ռզաևի գնահատմամբ, Ադրբեջանում ռազմական հռետորաբանությունը շատ բարձր մակարդակի վրա է, իսկ ուկրաինական իրադարձություններից հետո ռազմական հռետորաբանությունն էլ ավելի ուժեղացավ: «Ադրբեջանում ռազմական հռետորաբանությունը շատ բարձր է և ունի իր բացատրությունը, քանի որ Հայաստանը կարծում է, որ պատերազմն ավարտվել է և կնքվել է զինդադարը և առաջարկում է ապրել խաղաղ: Ադրբեջանում հակառակ պատկերն է: Թե՛ պաշտոնապես, թե՛ հասարակության մեջ կա կարծիք, որ պատերազմը չի ավարտվել և այն շարունակվում է»,- «Արմենպրես»-ի փոխանցմամբ' «Մեդիա կենտրոնում» կայացած քննարկման ժամանակ տեսազանգի միջոցով նման կարծիք հայտնեց Շահին Ռզաևը:
«Ադրբեջանում վերջին ժամանակահատվածում ռազմական հռետորաբանությունը շատ է ուժգնացել և դա հատկապես ուկրաինական դեպքերից հետո: Ադրբեջանում վատ վիճակ է, քանի որ բազմաթիվ մարդիկ ձերբակալվեցին և շատ դժվար է հասարակական կազմակերպություններում աշխատել, քանի որ Արևմուտքից ֆինանսավորող կազմակերպությունների հաշվեհամարները սառեցված են: Սա նույնպես նպաստում է Ադրբեջանում ռազմական հռետորաբանության ուժգնացմանը և քարոզչության տարածմանը»,- նշեց Շահին Ռզաևը:
Լեռնային Ղարաբաղի հիմնախնդրի ներկա փուլը սկսվել է 1988թ., երբ ի պատասխան ԼՂ բնակչության ինքնորոշման պահանջի, ադրբեջանական իշխանությունները կազմակերպեցին հայ բնակչության կոտորածներ ու էթնիկ զտումներ Ադրբեջանի ողջ տարածքում, մասնավորապես' Սումգայիթում, Բաքվում և Կիրովաբադում: 1991թ. դեկտեմբերի 10-ին, ԼՂ-ի բնակչությունը հանրաքվեով ամրագրեց անկախ Լեռնային Ղարաբաղի Հանրապետության հռչակումը, որը լիովին համապատասխանում է ինչպես միջազգային իրավունքի նորմերին, այնպես էլ այն ժամանակվա ԽՍՀՄ օրենքների տառին և ոգուն: Հիմնախնդրի կարգավորման բանակցություններն ընթանում են ԵԱՀԿ Մինսկի խմբի շրջանակներում, որի համանախագահներն են Ռուսաստանը, Ֆրանսիան և ԱՄՆ-ն:
