Նոր Սահմանադրության նախագծով ընդդիմության լիազորությունները զգալիորեն ընդլայնվում են: ՀՀԿ գործադիր մարմնի նիստից հետո լրագրողների հետ զրույցում այս մասին նշեց ՀՀԿ խոսնակ, ԱԺ փոխնախագահ Էդուարդ Շարմազանովը: 

«Տարիներ շարունակ ընդդիմությունը պահանջել է Հայաստանում անցնել կառավարման խորհրդարանական համակարգին, իսկ մենք գիտենք, որ բազում ընդդիմադիր կուսակցություններ իրենց նախընտրական ծրագրերում նշել են խորհրդարանական համակարգի անցնելու անհրաժեշտությունը, որպեսզի երկիրը մեկ կենտրոնից չկառավարվի: Երկրորդը` եթե հիշում եք, նրանցից շատերը խոսում էին, որ 41 մեծամասնական տեղերը իշխանությանն են պատկանում, և հնարավոր չէ, որ ընդդիմադիր թեկնածուներն ընտրվեն: Այսօր մենք լսել ենք մեր ընդդիմության առաջարկը, և Սահմանադրության նախագծով սահմանվում է, որ միայն համամասնական ընտրակարգ է լինելու»,- նշեց Շարմազանովը:

ԱԺ փոխնախագահը կարևորեց նաև այն հանգամանքը, որ նոր Սահմանադրությամբ` հիմնական սահմանադրական օրենքները ընդունվելու են ոչ թե մեծամասնության ձայներով, այլ պատգամավորների ձայների 3/5-ով: «Այսինքն, կարևոր օրենքները՝ լինեն ընտրական օրենսգրքում փոփոխություններ, Ազգային ժողովի կանոնակարգում փոփոխություններ, դատական օրենսգրքի փոփոխություններ և նմանատիպ այլ կարևոր օրենքներ, առանց ընդդիմության մասնակցության, առանց ընդդիմության հետ կոնսենսուսի հնարավոր չի լինելու ընդունել: Մեր ընդդիմադիր գործընկերներն այլևս չեն կարողանալու ասել, ո ր մեծամասնությունը բերում և անցկացնում է իր ուզած օրենքները»,- ընդգծեց ԱԺ փոխխոսնակը:

Շարմազանվը հավելեց, որ առաջարկվող Սահմանադրությամբ` Հայաստանը գալիս է ժողովրդավարության դասական սահմանմանը՝ որն է «Ժողովրդավարությունը ոչ թե մեծամասնության իշխանությունն է, այլ մեծամասնության իշխանությունն է, որը հաշվի է նստում փոքրամասնության իրավունքների հետ»: «Այսինքն, առանց քաղաքական փոքրամասնության, առանց ընդդիմության առաջարկների, առանց նրանց գործուն մասնակցության հնարավոր չի լինի Ազգային ժողովում անցկացնել կարևոր օրենքներ»,- պարզաբանեց Էդուարդ Շարմազանովը:

ԱԺ փոխխոսնակը կարևոր է համարում նաև այն հանգամանքը, որ առաջարկվող Սահմանադրությամբ Ազգային ժողովի նախագահի երեք տեղակալներից մեկը առաջադրվելու է ընդդիմության կողմից: Նրա խոսքով՝ սա էլ շատ կարևոր դրույթ է, որպեսզի ընդդիմադիրները ևս լինեն կառավարման համակարգում: Եզրափակելով խոսքը՝ Շարմազանովը վստահություն հայտնեց, որ առաջարկվող Սահմանադրությունը  անհամեմատ ավելի ժողովրդավարական է և ավելի լայն լիազորություններ է տալիս ընդդիմությանը: Նա պատահական չի համարում այն պարագանը, որ շատ ընդդիմադիր կուսակցություններ դրական են խոսում սահմանադրաիկան բարեփոխումների մասին:
