2013 թվականի օգոստոսի 6-ին ԵԱՀԿ Մինսկի խմբում Միացյալ Նահանգների համանախագահ Ռոբերտ Բրադկեին փոխարինեց Ջեյմս Ուորլիքը: Այդ օրերին ԱՄՆ պետքարտուղար Ջոն Քերին, հանդես գալով հաղորդագրությամբ, նշել էր, որ դեսպան Ուորլիքն այս պաշտոնում նշանակվելով՝ իր հետ կբերի եվրոպական և եվրասիական հարուստ փորձ, քանի որ առաջնակարգ դիվանագետ է: ԱՄՆ պետքարտուղարը վստահեցրել էր նաև, որ դիվանագետն այս կարևոր պաշտոնում հրաշալի աշխատանք կկատարի, քանի որ իմաստնություն, դատողություն և փորձառություն ունի կողմերին օգնելու Լեռնային Ղարաբաղի խնդրի խաղաղ կարգավորմանը հասնելու համար:

Մինչև սեպտեմբեր, այսինքն այն պահը, երբ նորանշանակ համանախագահը պաշտոնապես կստանձներ իրեն վստահված պատասխանատու «աթոռը», բոլորը սպասում էին, թե երկար տարիների բազմահմուտ դիվանագետ Ուորլիքը ինչ նոր հոդաբաշխ հայտարարություն կանի հօգուտ հակամարտության խաղաղ կարգավորման, երբ Ադրբեջանը կրկին տղայական կեցածք ցուցաբերելով նոր սադրիչ գործողություններ հրահրեց՝ հերթական անգամ արհեստականորեն սրելով իրավիճակը սահմանին:

…. Ու խոսեց Ուորլիքը, մոտավորապես այս բովանդակությամբ. «Կողմերին հանգստության ու խաղաղության կոչ եմ անում: Պետք չէ միմյանց վնաս հասցնել, ավելի լավ է փորձենք բանակցել և հարցը խաղաղ ճանապարհով փորձենք լուծել»:

Կողմերին ուղղված այս «հայրական հորդորը», սակայն, հերթական անգամ շարժեց փորձագետների զարմանքն ու զայրույթը: Եվ կրկին պարզ դարձավ, որ եվրոպական և եվրասիական հարուստ փորձ ունեցող «հմուտ» դիվանագետը, բացի հերթապահ խոսքերից, ոչ մի ուրիշ բան ասել չի կարող: Ջեյմս Ուորլիքի նշանակումից անցել է արդեն ուղիղ երկու տարի ու այս ընթացքում Ադրբեջանը օր ու առիթ բաց չի թողել Հայստանի և Լեռնային Ղարաբաղի ողջ սահամանի երկայնքով տարբեր մասշտաբի դիվերսիոն հարձակումներ իրականացնելու ու բախումներ հրահրելու համար:

Ու ամեն անգամ էլ ամերիկացի առաջնակարգ դիվանագետը չի զլացել այդ մասին իր Twitter-յան միկրոբլոգում այդ մասին թվիթել, որն ավելի շատ հայրական հորդորի է նման, քան դիվանագետի խոսքի: Այս անգամ էլ նմանատիպ մի գրառում կատարեց Ուորլիքը, որը մոտավորապես կարելի է հասկանալ այսպես. «Երեխեք ջան, հերիք է չարություն անեք, աշխատեք խելոք մնալ, մինչև գամ բոլորիդ կոնֆետ բերեմ, ձեռի հետ էլ ուզում եմ հիշեցնել, որ մենք պետք է աշխատենք Լեռնային Ղարաբաղում խաղաղության հասնելու համար»:

Այն, որ «պետք է աշխատեն Լեռնային Ղարաբաղում խաղաղության հասնելու համար» բոլորը գիտեն, բայց թե դեռ ինչքան պետք է երկակի ստանդարտեր պարունակող ու ոչինչ չասող հայտարարություններով Ուորլիքը փորձի կողմերի գլուխը «շոյել», այ, դա չգիտենք: Մնում է հուսալ, որ Հայաստանից ու Ադրբեջանից Ուորլիքին հասնող լուրերն առաջիկայում շատ ահասարսուռ չեն լինի, թե չէ մարդ է, մեկ էլ տեսար իր իմաստնությունը, դատողությունը և փորձառությունը իրեն չփրկի, նյարդերը տեղի տան ու սիրտն էլ չդիմանա …
