Վենետիկի հանձնաժողովը կանդրադառնա Սահմանադրության նախագծում կայուն մեծամասնության ապահովման դրույթին

Վենետիկի հանձնաժողովը մինչև սեպտեմբերի 12-ը ևս մեկ կարծիք կհայտնի Հայաստանում սահմանադրական բարեփոխումների վերաբերյալ, որում անդրադարձ կլինի նաև Սահմանադրության նախագծի 89-րդ հոդվածին, որը վերաբերում է կայուն մեծամասնության ապահովմանը և անհրաժեշտության դեպքում ընտրությունների երկրորդ փուլի անցկացմանը: Այս մասին Ազգային ժողովի պետաիրավական հարցերի մշտական հանձնաժողովի հրավի րած լսումների ընթացքում հայտնեց Սահմանադրական բարեփոխումների մասնագիտական հանձնաժողովի անդամ Վարդան Պողոսյանը՝ պատասխանելով ԲՀԿ խմբակցության ղեկավար Նաիրա Զոհրաբյանի հարցին: «Մենք Վենետիկի հանձնաժողովի անդամների հետ հանդիպման ժամանակ որոշակի պայմանավորվածություններ ենք ձեռք բերել կայուն մեծամասնության ապահովման անհրաժեշտության և դրա համար անհրաժեշտության դեպքում ընտրությունների երկրորդ փուլ անցկացնելու վերաբերյալ: Նրանք խոստացել են մինչև սեպտեմբերի 12-ը ևս մեկ կարծիք ներկայացնել Սահմանադրության նախագծի վերաբերյալ, որում անդրադարձ կլինի նաև կայուն մեծամասնության ապահովման դրույթին»,-«Արմենպրես»-ի հաղորդմամբ՝ նշեց նա՝ հավելելով, որ Սահմանադրության նախագիծը դեռևս վերջնական տարբերակ չէ և Ազգային ժողովում քննարկումների արդյունքում կարող է ենթարկվել փոփոխությունների:

Վարդան Պողոսյանի խոսքով՝ Վենետիկի հանձնաժողովի հետ նախնական պայմանավորվածություն է ձեռք բերվել, որ եթե ընտրությունների արդյունքում հնարավոր չի լինում ձևավորել կայուն մեծամասնություն ոչ առաջին փուլի արդյունքում, ոչ էլ քաղաքական կոալիցիա ձևավորելու եղանակով, ապա կարող է նախատեսվել ընտրությունների երկրորդ փուլ: «Մենք սահմանել ենք, որ կարող է նախատեսվել ընտրությունների երկրորդ փուլ, բայց դա չի նշանակում, որ դա պարտադիր է: Մնացած բոլոր մանրամասներն արդեն կսահմանվեն ընտրական օրենսգրքում»,- նշեց Պողոսյանը:

Նաիրա Զոհրաբյանի հարցադրմանն ի պատասխան Վարդան Պողոսյանը վստահեցրեց, որ Սահմանադրության նախագծում երկրի անվտանգությունը երաշխավորված է: Ավելին, ըստ նրա, կառավարման խորհրդարանական համակարգում ավելի հեշտ է դիմագրավել արտաքին մարտահրավերներին, քան ներկայիս համակարգում, քանի որ գործող Սահմանադրությամբ հանրապետության նախագահը, լինելով Զինված ուժերի գերագույն գլխավոր հրամանատար, երկրի անվտանգության սպառնալիքի դեպքում բոլոր ուժերը մոբիլիզացնելու լիազորություն չունի: Սահմանադրության նախագծով այս բոլոր հարցերը կարգավորված են, սահմանված է Զինված ուժերը կառավարելու հստակ կարգ:
