Ադրբեջանում նավթային եկամուտների նվազման հետեւանքով մակրոտնտեսական պայթյունն անխուսափելի է. փորձագետ

 Ադրբեջանում բնակչության ծանր սոցիալ-տնտեսական կյանքի գլխավոր պատճառներից մեկը նավթի համշախարհային գների շարունակական նվազումն է: Ադրբեջանի պետբյուջեի հիմնական մատակարար Նավթի պետական հիմնադրամի եկամուտները շարունակում են նվազել, եւ 2015 թվականի առաջին կեսի արդյունքներով, տարվա սկզբի համեմատ, այն արդեն 3,56 տոկոսով պակասել է:

Ինչպես հաղորդում է «Արմենպրես»-ը, «Ազադլիգ»-ը գրում է, որ Fitch Ratings միջազգային վարկանիշային գործակալությունն Ադրբեջանի արտասահմանյան եւ ազգային արտարժույթներով երկարաժամկետ emitent defoltu վարկանիշը կանխատեսել է «ստաբիլ»` BBB մակարդակի: Միաժամանակ, գործակալությունը Ադրբեջանի թույլ կողմը համարում է նավթից եւ գազից նրա բարձր կախվածությունը, քանի որ ածխաջրածինները կազմում են այդ երկրի արտահանման 95 տոկոսը, բյուջեի եկամուտների 40 տոկոսը եւ ՀՆԱ-ի 40 տոկոսը: Կանխատեսումների համաձայն` նավթի գնի երկար ժամանակով ցածր լինելը, ինչպես նաեւ ծախսերի նվազեցումից հրաժարումը կբերի պետական ակտիվների ակտիվորեն նվազման, իսկ սպառողական վարկերն Ադրբեջանում 2015 թվականին 5,5 տոկոս կաճեն:

Անդրադառնալով թեմային` ադրբեջանցի տնտեսագետ-փորձագետ Մահամադ Թալըբլըն թերթի հետ զրույցում հայտնել է, որ Ադրբեջանում նավթի եկամուտների կառավարման հետ կապված լուրջ խնդիրներ կան: Նրա խոսքով` աշխարհում նավթի գների էժանացման հետեւանքով Ադրբեջանի պետական նավթի հիմնադրամի, ինչպես նաեւ արտահանվող նավթից ֆինանսական ուղիների մուտքերը նվազում են: Նավթի հիմնադրամն ինքը եւս առկա ռեսուրսների կառավարման հետ կապված որոշակի խնդիրներ ունի:

«Խնդիրներն իրենց ցույց տվեցին Չինաստանի արժեթղթերի շուկայում Ադրբեջանի կողմից ներդրված մոտ 1 մլրդ դոլարի միջոցների զգալի մասի կորստի ժամանակ: Վեջին 6 ամիսների ցուցանիշների համաձայն` Նավթի հիմնադրամի մուտքերը նվազել են: Դա ցույց է տալիս, որ երկրի արտարժույթի պահուստն արագորեն նվազում է: Կենտրոնական բանկը շարունակում է կորուստներ կրել մանաթի արժեքը կայուն պահպանելու գործում: Նման իրավիճակում ԿԲ-ի եւ Նավթի հիմնադրամի պաշարները շարունակում են նվազել: Մոտ ժամանակաշրջանում երկրի ֆինանսական կայունությունը վտանգված կմնա: Վիճակը կարող է վատանալ բազմաթիվ մակրոտնտեսական ցուցանիշներում: Արդյունքում երկրի մակրոտնտեսական ցուցանիշները կգնան բացասական ուղղությամբ եւ մակրոտնտեսական պայթյունն Ադրբեջանում կդառնա անխուսափելի», -ասել է ադրբեջանցի փորձագետը:
