Ազգային ժողովում մեկնարկեցին սահմանադրական փոփոխությունների լսումները, որոնց մասնակցում է 80-ից ավելի կազմակերպություն: Հիմնական զեկուցողներն են սահմանադրական փոփոխությունների մասնագիտական հանձնաժողովի նախագահ Հրայր Թովմասյանը և հանձնաժողովի անդամ Վարդան Պողոսյանը: Լսումներին մասնակցում են խորհրդարանական խմբակցություններ, հասարակական կազմակերպություններ, համայնքի ղեկավարներ: Նկատենք, որ թեպետ ՀԱԿ-ը դեռ վաղուց հայտարարել էր, որ դեմ է սահմանադրական փոփոխություններին, դեռ մի բան էլ ավելի` հրաժարվել էր տվյալ գործընթացի շրջանակում հանդիպել ՀՀ նախագահի հետ, այդուհանդերձ, ՀԱԿ խմբակցության պատգամավորներն այս պահին ԱԺ-ում են եւ մասնակցում են խորհրդարանական լսումներին:

ՀԱԿ խմբակցության ղեկավար Լևոն Զուրաբյանը գործող իշխանություններին մի կուշտ փնովելուց եւ տարբեր պիտակավորումներ տալուց հետո, ինչպես ինքը նշեց, մի առեղծվածային հարց ուղղեց: «Նախ՝ եւս մեկ անգամ հիշեցնեմ, որ ՀԱԿ-ը մերժել է Սերժ Սարգսյանի կամ նրա ներկայացուցիչների հետ հանդիպելու առաջարկը, որովհետև իրենք մեզ համոզելու բան չունեն: Բացի դրանից՝ մի առեղծվածի մասին բացատրություն տվեք, քանի որ, կարծում եմ, այստեղ խոսքն ինչ-որ խաբեբայության ու կեղծիքի մասին է»,- ասաց նա՝ հետաքրքրվելով, թե ինչու է Վենետիկի հանձնաժողովը համոզված, որ նոր Սահմանադրությամբ նախագահն է վարչապետի թեկնածությունն առաջադրելու: «Գուցե կարդալ չգիտե՞ն, թե՞ խաբեբայությամբ եք զբաղված ու Վենետիկի հանձնաժողովին կեղծ թարգմանություն եք ներկայացրել: Ինչո՞ւ է հանձնաժողովն իր եզրակացության մեջ այդպես գրել»,- հետաքրքրվեց Լ.Զուրաբյանը:

Մեղադրանքներին եւ հարցին ի պատասխան սահմանադրական բարեփոխումների հանձնաժողովի անդամ, խորհրդարանական լսումներում ՀՀ նախագահի ներկայացուցիչ Վարդան Պողոսյանը նախ՝ խնդրեց չօգտագործել այնպիսի բառապաշար, որի մեջ են մտնում «հանցավոր», «խաբեբա» և այլ բառերը, ապա նշեց, որ ինչ վերաբերում է վարչապետի թեկնածության առաջադրման դրույթին, ապա այդ առումով «մենք չենք շեղվել պառլամենտական որևէ երկրի տրամաբանությունից»: «Մենք նախատեսել ենք, որ ԱԺ նախագահը խորհրդակցություններ է անցկացնում խորհրդարանում ներկայացված ուժերի հետ՝ ճշտելու՝ կա՞ այնպիսի թեկնածու, որը վայելում է բոլորի վստահությունը: Եվ այդ դեպքում ԱԺ նախագահը պարտավոր է առաջադրել այդ թեկնածունին: Միևնույն ժամանակ, ԱԺ-ում կարող են լինել տարբեր կարծիքներ և ԱԺ նախագահի կողմից ներկայացված թեկնածուն չվայելի մեծամասնության վստահությունը: Այդ դեպքում արդեն թեկնածուին առաջադրելու իրավունքն անցնում է խմբակցություններին: Դրանից հետո ԱԺ-ում տեղի է ունենում ընտրություն և եթե դարձյալ որևէ թեկնածու չի ստանում պատգամավորների թվի մեծամասնության աջակցությունը, ապա օրենքի ուժով այդ խորհրդարանը լուծարվում է»,- մանրամասնեց Վ.Պողոսյանը:
