Իշխանությունները սահմանադրական բարեփոխումներին կողմ արտահայտվելու հարցում քաղաքական ուժերին համոզելու խնդիր չեն դրել: Այս մասին Ազգային ժողովում լրագրողների հետ զրույցում նշեց ՀՀ ԱԺ նախագահ Գալուստ Սահակյանը՝ անդրադառնալով դիտարկմանը, թե իշխանություններին չի հաջողվել համոզել «Ժառանգություն» կուսակցության առաջնորդ Րաֆֆի Հովհաննիսյանին, ով արդեն հայտարարել է &l aquo;Ոչ»-ի շարժմանը միանալու մասին, կողմ արտահայտվել սահմանադրական բարեփոխումների գործընթացին: «Մենք որևէ մեկին համոզելու խնդիր չենք դրել: Նրանք պարզապես փորձում են իրավիճակ ստեղծել, որ մեզ ներկայանալի դարձնելու ճանապարհով իրենց իմիջը բարձրացնեն: ««Ոչ» արտահայտությունը «չէ»-ն է, իսկ «չէ» նշանակում է ոչ էական»,-«Արմենպրես»-ի հաղորդմամբ՝ ընդգծեց Սահակյանը:

Ի խատասխան դիտարկմանը, թե մամուլում լուրեր են շրջանառվում այն մասին, որ ՀՀ երկրորդ նախագահ Ռոբերտ Քոչարյանը գլխավորելու է «Ոչ»-ի շարժումը, ԱԺ նախագահը նկատեց, որ Ռոբերտ Քոչարյանն այդ մասին դեռ չի խոսել: Նա նշեց, որ Քոչարյանը սահմանադրական փոփոխություններին դեմ արտահայտվել է, սակայն «Ոչ»- շարժմանը միանալու մասին չի խոսել` հավելելով, որ հարգում է Ռոբերտ Քոչարյանին, սակայն կարծում է, որ այս պահին նա ուժեղ քաղաքական թիմ չունի:

Ինչ վերաբերում է այն հանգամանքին, որ ՀԱԿ առուջնորդ Լևոն Տեր-Պետրոսյանը հայտարարել է ժողովրդին մոբիլիզացնելու և սահմանադրական բարեփոխումների գործընթացը տապալելու մասին, ապա, Գալուստ Սահակյանի դիտարկմամբ`  տարիներ շարունակ Լևոն Տեր-Պետրոսյանը նույն բանի մասին խոսել է: «Սակայն կարծում եմ հարկավոր է տրամաբանել և հասկանալ, որ դրան հասնելու համար հարկավոր է ունենալ համապատասխան քաղաքական ռեզերվ, համապատասխան իրավիճակ»,- շեշտեց Սահակյանը:

Լրագրողներից մեկի դիտարկմանը, թե նման իրավիճակ ստեղծվել է, քանի որ հանրության մեծ մասը դեմ է սահմանադրական բարեփոխումներին, Գալուստ Սահակյանը պատասխանեց, որ հանրության մեծ մասի հետ ավելի շատ Հանրապետական կուսակցությունն է առնչվում, քան մյուս քաղաքական ուժերն ու լրագրողները: ԱԺ նախագահի խոսքով` հանրությունն ամբողջ ազգն է, իսկ ազգի անունից կշռի մասին խոսողները դառնում են անկշիռ»:
