 Հայաստանը կանդամակցի Տնտեսական համա­գոր­ծակ­ցության զարգացման     կազ­մակերպության` հարկման նպատակով թափանցիկության և տեղե­­կու­թյունների փոխա­նակ­ման գլոբալ ֆորումին:

Ինչպես հաղորդում է «Արմենպրես»-ը, համապատասխան որոշման նախագիծն ընդգրկված է կառավարության սեպտեմբերի 10-ի նիստի օրակարգում: Վերջին տարիներին բոլոր պետությունների հարկային մարմինների համար լուրջ մար­տահրավեր է հանդիսանում միջազգային մակարդակում հարկերից խուսափելու դեպքերի աճը, ինչը հանգեցնում է կրկնակի չհարկման կամ իրական չափից նվազ հարկման և այլ համան­ման խնդիրների: Ըստ հիմնավորման` Գլոբալ ֆորումին անդամակցության վերջնական նպատակը հարկման նպատակով տեղե­կությունների ավտոմատ փոխանակման համակար գին միացումն է: Այս համակարգը համար­վում է նոր գլոբալ ստանդարտ, որն էականորեն նվազեցնում է հարկերից խուսափելու ռիսկերը: Այս ստանդարտից օգտվելու համար երկրները պարտավոր են անցնել փորձագիտական գնահատման փուլեր:

Փորձա­­գիտական գնահատման նպատակն է գնահատել տվյալ երկրի կամ իրավական համա­­կարգի կարողությունները հարկման նպատակով թափանցիկության և տեղե­կու­թյուն­ների փոխանակման միջազգային ստանդարտի կիրառման համար: Այն իրա­կանաց­վում է 2 փուլով: 1-ին փուլում ուսումնասիրվում է նշված միջազգային ստանդարտի կիրառ­ման համար անհրաժեշտ իրավական և կարգավորման շրջանակների, իսկ 2-րդ փուլում գործ­նական կիրառման ընթացակարգերի առկայությունը:

Ակնկալվում է, որ Գլոբալ ֆորումին անդամակցությունը Հայաստանին կտա մի շարք առավելություններ, մասնավորապես, աշխարհում ամենամեծ հարկման նպատակով ստեղծված խմբին անդամակցություն, ավտոմատ տեղեկությունների փոխանակման համակարգին անդամակցելու առար­կա­յա­կան հնարավորությունների ընդլայնում, «Հարկային վարչարարության իրականացման նպատակով ԵՏՄ անդամ պետու­թյուն­ների հարկային մարմինների միջև էլեկտրոնային եղանակով տեղեկատվության փոխա­­նակման մասին» արձանագրությամբ ստանձնած պարտավորությունների կատար­ման արդյունավետո ւթյան բարձրացում:

Միաժամանակ, ակնկալվում է նաև, որ Գլոբալ ֆորումին անդամակցության շրջա­նակ­­ներում փորձագիտական գնահատ­ման  գործ­ըն­թացը լուրջ հնարավորություն կտա բացա­հայտելու իրավական համակարգի թերու­թյուն­ները և բարելավման հեռանկարները: Ֆորումը նաև արդյունավետ լծակ է կոռուպցիայի և փողերի լվացման դեմ պայքարում:
