ՀՀ Ազգային ժողովի փոխնախագահ Էդուարդ Շարմազանովը սահմանադրական բարեփոխումների շուրջ քաղաքական կոնսոլիդացիան արդեն կայացած փաստ է համարում: Ազգային ժողովում հայտարարությունների ժամին Շարմազանովն արձանագրեց, որ հայաստանյան քաղաքկաան ուժերի մեծ մասը մասնակցում է սահմանադրական բարեփոխումերի գործընթացին, ինչը նշանակում է, որ քաղաքական կոնսոլիդացիան այս հարցի շուրջ արդեն կայացած փաստ է: «Ուշագրավ է, որ քննարկումներին մասնակցփւմ են ոչ միայն քաղաքական ուժերի ներկայացուցիչներ, այլ նաև հասարակական լայն շրջանակներ»,- նշեց Շարմազանովը:

Նա բնական է համարում, որ սահմանադրական բարեփոխումներն ունեն ընդդիմախոսներ, սակայն տարակուսելի է համարում այն հանգամանքը, որ ընդդիմախոսների մեծ մասը որևէ բովանդակային հակափաստարկ չի ներկայացնում և, փաստաթուղթը քննադատելու փոխարեն, հանդես է գալիս իշխանափոխության կոչերով: 

«Հարկ է նշել, որ բոլոր ժողովրդավարական երկրներում իշխանափոխության հասնում են բացառապես ընտրությունների միջոցով, մինչդեռ օրերս մեր երկրի մի շարք համայնքներում կայացած ընտրություններին ընդդիմության այդ հատվածը մրցակցային թկենածուներ չունենալու պատճառով չ ի մասնակցել: Ես կարծում եմ, որ այս փաստը նախ պետք է մտահոգիչ լինի ընդդիմության այդ հատվածի համար»,- եզրափակեց Շարմազանովը:
