Սահմանադրական բարեփոխումների նախագիծը երաշխիքներ է ստեղծում, որպեսզի երկրում քաղաքական մենաշնորհ չառաջանա, և փարատում է բոլոր կասկածները, թե այն կարող է նպաստել իշխանությունների վերարտադրմանը: Այս մասին Ազգային ժողովում սահանադրական բարեփոխումների նախագծի քննարկումների ժամանակ հայտարարեց ՀՀ Նախագահի ներկայացուցիչ, Սահմանադրական բարեփոխումների մասնագիտական հանձնաժողովի անդամ Վարդան Պողոսյանը՝ պատասխանելով ԲՀԿ խմբակցության ղեկավար Նաիրա Զոհրաբյանի հարցին՝ սահմանադրական բարեփոխումների ընդունունման դեպքում իշխանությունների վերարտադրության հնարավորության վերաբերյալ:

«Մենք հստակեցրել ենք, որ թեպետ Կառավարությունն ունենալու է խորհրդարանի քաղաքական մեծամասնության աջակցությունը, այն հաշվի նստի խորհրդարանի կարծիքի հետ, որովհետև եթե հաշվի չնստի, դա կարող է անկանխատեսելի հետևանքներ ունենալ նման կառավարության համար: Կառավարման գործող համակարգում, եթե Հանրապետության Նախագահն ունի մեծամասնու թյան աջակցությունը, ապա նա կարող է ազդել Ազգային ժողովի քաղաքակական կամքի վրա: Սակայն, հակառակ ազդեցությունն ավելի թույլ է, քան կառավարման խորհրդարանական համակարգում, որտեղ քաղաքական մեծամասնությունը կարող է իր կառավարության ղեկավարին փոխարինել մեկ այլ վարչապետով»,-  նշեց Պողոսյանը:

Նա կարևորում է նաև այն հանգամանքը, որ սահմանադրական փոփոխությունների նախագծով` արդարադատության համակարգը դառնում է առավել անկախ, դատական իշխանությունն օժտվում է ներքին և արտաքին կայուն երաշխիքներով: 

«Այս դեպքում որևէ պարագայում ինչպես սովորական դատարանների, այնպես էլ Սահմանադրական դատարանի դեպքում որևէ քաղաքական ուժ չի կարող երաշխավորված ունենալ դատական իշխանության անվերապահ աջակցությունը: Սա ևս շատ կարևոր զսպաշապիկ է երկրում քաղաքական մենաշնորհի հաստատման համար»,- ընդգեց ՀՀ նախագահի ներկայացուցիչը:

Երրորդ կարևոր գործոնը, որը բացառելու է քաղաքական մենաշնորհի հաստատումը, ժողովրդի անմիջական մասնակցությունն է երկրի կառավարման գործընթացին՝ օրինագծեր և սահմանադրական փոփոխությունների նախագիծ ներկայացնելու առումով: «Կարծում եմ, որ ներկայացված առաջարկները առավել քան կարող են փարատել կասկածները, թե սա նպաստելու է իշխանությունների վերարտադրմանը, և սահմանադրական փոփոխությունների ներկայացված նախագիծը ժողովրդավարության և կառավարման համակարգի  հավասարակշռման առումով մեկ քայլ առաջ է այն ամենից, ինչը մենք ունեցել ենք սկսած 1995թ.-ից»,- մանրամասնեց Պողոսյանը:

Նա նաև անդրադարձավ սահմանադրական բարեփոխումների նախագծով Հանրապետության Նախագահի ընտրության վերաբերյալ պատգամավորի հարցին՝ նկատելով, որ այդ հարցի շուրջ իրենք ստացել են բազմաթիվ առաջարկներ տարբեր խմբակցությունների կողմից: Պողոսյանը նկատեց, թե կոնսենսուսային տարբերակն այս հարցում այն է, որ նախագծից հանվի այն դրույթը, որ Նախագահին ընտրելու է ընտրիչների հանձնաժողովը, և սահմանվի, որ այդ գործառույթն իրականացնելու է Ազգային ժողովը:
