Այս հուշագրով նոր որակ է հաղորդվում պատանի սերնդի հետ տարվող աշխատանքներին, նոր՝ պետական մակարդակի են հասցվում արդեն շուրջ երկու տասնամյակ ԵԿՄ համակարգում գործող և կայացած «Պատանի երկրապահ» և «Երիտասարդ երկրապահ» կառույցները:

Շնորհավորում եմ մեր զոհված, անհայտ կորած, հաշմանդամ ազատամարտիկների ընտանիքներին: Սիրելի՛ ծնողներ, ձեր զավակների, ձեր ամուսինների հայրենասիրական, հայրենանվեր գործն այսօր շարունակում են երիտասարդ և պատանի երկրապահները՝ նպաստելով պետության ամրացմանն ու հզորացմանը: Գիտելիքը, հայրենասիրությունն ու ռազմարվեստը դառնում են մեր ժողովրդի համար առաջնային:

Շնորհավորում եմ հայ երիտասարդությանն ու պատանիներին: Դուք, անկախությունը ճիշտ վայելելով, հայրենասիրությունը բարձր գնահատելով, կարողանում եք արժանապատվորեն պահպանել ավագ սերնդի երկրապահների, հայ ժողովրդի ձեռքբերումները: Ես վստահ եմ, որ նոր սերունդը տեր է մեր մեծագույն արժեքին՝ Անկախությանը: Շնորհավորանքներս մեր եռասերունդ երկրապահական ընտանիքին:

Հուշագրի ստորագրման կապակցությամբ ջերմորեն շնորհավորում եմ պաշտպանության նախարարին, մեր բանակին, սահմանին կանգնած զինվորին, զինված ուժերի գերագույն գլխավոր հրամանատարին: Շնորհավորում եմ կրթության և գիտության նախարարին և կրթության ոլորտի բոլոր աշխատողներին՝ ուսուցիչներին, դասախոսներին:

Շնորհավորում եմ նաև նրանց, ովքեր մեզ դեռ չեն հասկանում՝ հետո են հասկանալու և այսօր չափից ավելի են քննադատում մեզ: Վստահ եմ՝ կգա օրն ու դուք էլ կհասկանաք, թե մենք ինչ էինք ուզում, ինչ էինք անում, և ձեր զավակներն էլ կսկսեն պաշտպանել մեր դավանած արժեքները:

Այսպիսով՝ շնորհավորում եմ աշխարհասփյուռ հայ ժողովրդին: Վստահեք ինքներդ ձեզ, տեր եղեք անկախությանը: Հիշեք՝ վերևում Աստված է, ներքևում՝ մեր ծնողները, թոռներն ու երեխաները, իսկ առջևում՝ մեր պետությունը, անկախությունը, ապագան:
