Ղարաբաղյան պատերազմի հաշմանդամներն իրենց իրավունքների պաշտպանության հանրահավաք կանցկացնեն Բաքվում

Ղարաբաղյան պատերազմի ադրբեջանցի հաշմանդամներն ու մասնակիցները զզվել են չինովնիկների կամայականություններից, արդարադատության մարմինների ապօրինությունների արդյունքում ունեցվածքից, իրավունքներից զրկվելուց: Նրանցից շատերը ելքը տեսնում են ինքնասպանության մեջ, ինչը նույնպես աշխատում է նրանց այդ քայլին դրդողների օգտին: Այդ պատճառով ղարաբաղյան պատերազմի հաշմանդամներն ու մասնակիցները որոշել են հոկտեմբերի 8-ին իրենց իրավունքների պաշտպանության հանրահավաք անցկացնել Բաքվում:

Այս մասին հայտնում է «Ազադլիգ»-ը` նշելով, որ երկու տարի առաջ ղարաբաղյան պատերազմի հաշմանդամ Զաուր Հասանովի ինքնասպանության համար ոչ մի պաշտոնյա պատասխանատվության չենթարկվեց:

«Չինովնիկների «անպատժելության կանխավարկածը» ի չիք է դարձնումՍահմանադրության «անմեղության կանխավարկածի» մասին հոդվածը:Ադրբեջանում կոռուպցիոներ չինովնիկները ոչ թե պատժվում, այլ մի աշխատանքիցտեղափոխվում են այլ նման աշխատանքի: Ներկայում բանտերում ապօրինիպատիժներ են կրում ղարաբաղյան պատերազմի տասնյակ մասնակիցներ: Ադրբեջանում չեն ճանաչվում ղարբաղյան պատերազմի հաշմանդամների,շեհիդների ընտանիքների ընտրական իրավունքները: 

Օրինակ, Բաքվի Նարիմանովիշրջանի Է.Ռաջաբլի 46 հասցեում բնակվող հաշմանդամների եւ շեհիդներիընտանիքներին չեն ճանաչում ոչ ընտրատեղամասերը, ոչ էլ իրենցպատգամավորներն: Կենտրոնական ընտրական հանձնաժողովը չի պատասխանումնրանց դիմումներին: Գործադիր կառույցները, պատգամավորները, դատարաններըսեփականաշնորհել են «Հաշմանդամների սոցիալական պաշտպանության մասին օրենքով հաշմանդամներին  տրված իրավունքներն ու արտոնությունները»,- գրում է թերթը:

Նշվում է, որ անցյալ տարի Բաքվի գործադիր իշխանությունը մերժել էր նման հանրահավաք անցկացնելու ղարաբաղյան պատերազմի հաշմանդամների դիմումը` «հիմնավորելով» դա այն բանով, որ իբր այն հակասում է Սահմանադրությանը եւ համապատասխան օրենքին:

Իրավունքները խախտված հաշմանդամները սեպտեմբերի 21-ին դարձյալ դիմել են Բաքվի գործադիր իշխանությանը հոկտեմբերի 8-ին «Վերջ հաշմանդամների նկատմամբ խտրականությանը», «Վերջ հաշմանդամների ինքնասպանություններին», «Հաշմանդամներն էլ մարդիկ են, ճանաչեք նրանց ընտրականա իրավունքները» կարգախոսներով բազմահազարանոց համահանրապետական հանրահավաք անցկացնելու թույլատրություն ստանալու համար` հույս ունենալով, որ այս անգամ իշխանությունները չեն մերժի իրենց դիմումը:
