Վերջին տասնամյակում առաջին անգամ Ռուսաստանի Դաշնության Նախագահ Վլադիմիր Պուտինը ելույթ է ունեցել ՄԱԿ-ի Գլխավոր ասամբլեայում: Պուտինի ելույթից առաջ Ուկրաինայի պատվիրակությունը ցուցադրաբար լքել է նիստերի դահլիճը: Ավելի վաղ նույնն արել էր ռուսաստանյան պատվիրակությունը` Ուկրաինայի Նախագահի ելույթի ժամանակ:

Իր ելույթում Պուտինն ընդգծել է, որ Ռուսաստանը էքսպանսիոնիստական նկրտումներ չունի, սակայն չի կարող հանդուրժել ահաբեկչությունը: Նա ասել է, որ առհասարակ աշխարհում ստեղծված իրադրությունը հանդուրժել այլևս չի կարելի:

Ծավալուն անդրադարձ կատարելով միջազգային ահաբեկչությանը` Պուտինն առաջարկել է հակահիտլերյան կոալիցիայի պես կոալիցիա ստեղծել դրա դեմ պայքարում: Պուտինն ասել է, որ այդ կոալիցիայում պետք է ավելի շատ ուժեր ընդգրկվեն, այդ թվում` իսլամական երկրներից:

Հստակեցնելով` նա ընդգծել է, որ Մերձավոր Արևելքում ահաբեկիչների հետ սիրախաղ անելը հղի է լուրջ վտանգներով: Նա ծայրահեղ վտանգավոր է անվանել նաև ահաբեկիչներին զինելու փորձերը:

Պուտինը հատուկ նշել է, որ սխալ է համարում Սիրիայի Նախագահ Բաշար ալ-Ասադի իշխանության ու բանակի հետ համագործակցությունից հրաժարվելը: Նա շեշտել է, որ Ասադի իշխանությունը օրինական է: Միաժամանակ նա կոչ է արել ընդունել, որ Սիրիայի կառավարական ուժերից ու քրդական միավորումներից բացի Սիրիայում ոչ ոք «Իսլամական պետության» դեմ չի պայքարում: Պուտինը կոչ է արել չկարծել, թե ահաբեկիչները մյուսներից անխելք են: Նա բարձրաձայնել է, որ այսօր Ռուսաստանը ռազմա-տեխնիկական աջակցություն է ցուցաբերում, թե Սիրիային, թե Իրաքին:

Նա ուշադրություն է հրավիրել այն հանգամանքի վրա, որ Մերձավոր Արևելքում իսլամիստներն են լցրել իշխանության առաջացած վակուումը: Պուտինը բացատրել է նաև, որ «Իսլամական պետությունը» դատարկ տեղը չէ, որ ի հայտ է եկել. այլ ծլել է որպես պայքարի գործիք` ոչ ցանկալի աշխարհիկ իշխանությունների դեմ:

Շարունակելով թեման` Պուտինը նաև նկատել է, որ սիրիական ընդդիմությանը մարզում, զինում են, ապա դրա ներկայացուցիչները անցնում են ԻՊ-ի կողմը:

Պուտինը կոնկրետ կոչ է արել օգնել Սիրիայի օրինական իշխանություններին` ալ-Ասադի գլխավորությամբ:

ՌԴ Նախագահը խոսել է նաև ՄԱԿ-ում Ռուսաստանի վետոյի իրավունքի ու դրա շուրջ բանավեճի մասին` ասելով, որ ՄԱԿ-ում միշտ էլ տարաձայնություններ են եղել անվտանգության խորհրդի մշտական անդամ երկրների վետոյի իրավունքի շուրջ: Նա ուշադրություն է  հրավիրել այն բանի վրա, որ այսօր նորմա են դարձել միակողմ պատժամիջոցները` ՄԱԿ-ին շրջանցելով: Իսկ պատժամիջոցները, ըստ Պուտինի, ծառայում են շուկայում մրցակիցներին հեռացնելուն:

Խոսելով դիմակայության մասին ավելի լայն իմաստով` Պուտինն ասել է նաև, որ հետխորհրդային երկրները դրվել են կեղծ ընտրության առաջ` լինել Արևմուտքի կամ Արևելքի հետ: Ուկրաինայում իշխանափոխությունը նա անվանել է պետական հեղաշրջում, ասել, որ դա հրահրվել է դրսից:
