Վերջին շրջանում Լեռնային Ղարաբաղի հակամարտության գոտում ստեղծված լարված իրավիճակը ստիպեց ԵԱՀԿ Մինսկի խմբի համանախահներին ցույց տալ միջազգային հանրությանը, որ հենց Ադրբեջանն է հանդիսանում այն կողմը, որը բացարձակապես պայմաններ չի ստեղծում խաղաղ կարգավորման, լարվածության նվազեցման, փոխվստահության մթնոլորտի ձևավորման համար: Արմենպրես-ի հետ զրույցում նման կարծիք հայտնեց քաղաքագետ Ալեքսանդր Մարգարովը՝ անդրադառնալով ԵԱՀԿ Մինսկի խմբի համանախագահների վերջին հայտարարությանը, որ Հայաստանը համաձայնել է ԼՂ հակամարտության գոտում հրադադարի ռեժիմի խախտման դեպքերը հետաքննող մեխանիզմ ներդնելու առաջարկին, իսկ Ադրբեջանն այդ հարցում իր համաձայնությունը դեռ չի տվել:

«Սա ցույց է տալիս, որ այն կողմը, որը, ըստ էության հանդես է գալիս որպես սահմանային լարվածության գլխավոր նախաձեռնողը, բնականաբար, բացարձակապես հետաքրքրված չէ հետաքննող մեխանիզմի ներդրման առաջարկին, չի պատրաստվում մասնակցել այն գործընթացներին, որոնք կարող են հարցը տանել խաղաղ կարգավորման ճանապարհով»,- ասաց Մարգարովը:

Քաղաքագետը կարևորում է այն հանգամանքը, որ Հայաստանը  երբեք չի դիմադրել հակամարտության գոտում հրադադարի ռեժիմի խախտումները հետաքննող մեխանիզմի ներդրման առաջարկին, այլ հանդիսացել է այդպիսի մեխանիզմների ձևավորման առաջարկի նախաձեռնող:

Մարգարովի խոսքով՝ ԼՂ հակամարտության գոտում լարվածության աճը, Ադրբեջանի  ագրեսիվ գործելաոճը ԵԱՀԿ Մինսկի խմբի համանախագահներին ստիպեց արդեն երկրորդ անգամ ցույց տալ, թե որ կողմն է խոչընդոտում հակամարտության խաղաղ կարգավորման գործընթացին:

Մինսկի խմբի համանախագահներ Իգոր Պոպովը (Ռուսաստան), Ջեյմս Ուորլիքը (ԱՄՆ), ՊիերԱնդրիուն (Ֆրանսիա), ԵԱՀԿ գործող նախագահի անձնական ներկայացուցիչ դեսպան Անջեյ Կասպրշիկը` Նյու Յորքում սեպտեմբերի 24-ին ՀՀ ԱԳ նախարար Էդվարդ Նալբանդյանի և սեպտեմբերի 25-ին Ադրբեջանի ԱԳ նախարար Էլմար Մամեդյարովի հետ առանձին-առանձին և նախարարների հետ միացյալ հանդիպումներից հետո հանդես են եկել հետևյալ հայտարարությամբ. «Մենք կոչ ենք անում Հայաստանի և Ադրբեջանի նախագահներին ընդունել հրադադարի խախտումների հետաքննության` ԵԱՀԿ առաջարկած մեխանիզմը: Առանց այդպիսի մեխանիզմի կողմերը կշարունակեն միմյանցմեղադրել շփման գծում և Հայաստան-Ադրբեջան սահմանին մահացու հարվածներ հասցնելու մեջ: Հայաստանը համաձայնել է քննարկել մեխանիզմի մանրամասները. մենք կոչ են անում Ադրբեջանին անել նույնը»: Համանախագահները խիստ տոնով դատապարտել են հրետանու կիրառումը, որը վերջին օրերին լուրջ վնասներ ու կորուստներ է պատճառել` ցավակցություն հայտնելով զոհվածների հարազատներին:
