ՀՀ Նախագահ Սերժ Սարգսյանի  հայտարարությունը ՄԱԿ-ում  Լեռնային Ղարաբաղի  խաղաղ կարգավորման  հարցում քաղաքագետ Արա Պապյանը գնահատում է շատ կարևոր ու ճիշտ: «Նախագահի ելույթում  նկարագրվեց  սահմանային իրավիճակը, և շեշտվեց այն հանգամանքը, որ ամեն ինչ գնում է դեպի լարվածություն:  Կ արծում եմ, որ նախագահի հիմնական միտքն այն է, որ  եթե Ադրբեջանը շարունակի նման քաղաքականությունը, ապա Հայաստանն իրավական և ռազմաքաղաքական համապատասխան քայլեր կանի ապահովելու Լեռնային Ղարաբաղի և Հայաստանի անվտանգությունը»,-Արմենպրես-ի հետ զրույցում նշեց քաղաքագետը:

Պապյանի խոսքով` կարևոր էր և պետք էր նման միտք հնչեցնելը, քանի որ դա հնարավորություն կտա Հայաստանին ավելի հանգիստ ու վստահ ընդլայնել ադրբեջանական սադրանքներին ի  պատասխան ռազմական գործողությունները:

Իրավական գործողությունների առումով, նրա դիտարկմամբ, Հայաստանը կարող է  հայտարարել, որ Լեռնային Ղարաբաղը Հայաստանի Հանրապետության մաս է: Իրավական առումով շատ հստակ է նաև, որ Լեռնային Ղարաբաղն Ադրբեջանի մաս չի եղել, քանի որ չկա որևէ իրավական փաստաթուղթ, որը ցույց կտա, որ Լեռնային Ղարաբաղը երբևէ  եղել է անկախ Ադրբեջանի կազմում:

 ՀՀ Նախագահ Սերժ Սարգսյանը սեպտեմբերի 29-ին Նյու Յորքում մասնակցել է ՄԱԿ-ի Գլխավոր վեհաժողովի 70-րդ նստաշրջանին, որտեղ հանդեսէ եկել ելույթով: Ի թիվս այլ թեմաների` Նախագահն անդրադարձել է սահմանային լարվածությանն ու Ադրբեջանի գործողություններին: Նա,մասնավորապես, նշել է, որ Ադրբեջանի ագրեսիվ քաղաքականության շարունակվելու դեպքում Հայաստանին այլ ընտրություն չի մնա, քանիրականացնել անհրաժեշտ իրավական և ռազմաքաղաքական քայլեր՝ ապահովելու Հայաստանի Հանրապետության և Լեռնային ՂարաբաղիՀանրապետության անվտանգությունն ու խաղաղ զարգացումը:
