«Դելոիթ և Տուշ» ընկերությանը Հանրային ծառայությունները կարգավորող հանձնաժողովում իրականացված խորհրդատվության առաջին փուլում ուսումնասիրել է էլեկտրաէներգիայի արտադրության բաշխման ծախսերը, հանդիպել բոլոր ընկերությունների, բաշխիչ ցանցերի հետ: Արդյունքում ամրագրվել է, որ ԱՊՀ-ում սակագների համեմատության մեջ Հայաստանը նախավերջին տեղում է, այսինքն` ավելի թանկ սակագին ունի միայն Մոլդովան:

Այդ մասին կառավարության նիստում հայտարարեց ՀՀ փոխվարչապետ, Միջազգային տնտեսական ինտեգրման և բարեփոխումների նախարար Վաչե Գաբրիելյանը:  

«Իհարկե հարաբերական տեսակետից մեզ մոտ ավելի բարդ է իրավիճակը, և խորհրդատվություն իրականացնողները նշել են պատճառները: Երկրում էլեկտրաէներգիա արտադրող ակտիվների պատմականորեն ձևավորված կառուցվածքն է հիմնական խնդիրը, քանի որ այն ակտիվները, որոնք ձևավորվում են, ունեն որոշակի կառուցվածք և նրանց ձևավորած արտադրանքով է որոշվում սակագինը: Չնայած ոչ թանկ հիդրո և ատոմային էլեկտրաէներգիայի արտադրությանը` միշտ կա եզրափակիչ կայանի դերը: Եզրափակիչ կայանը մեզ մոտ Հրազդանի ՋԷԿ-ն է, որն ունի բարձր ինքնարժեք, ինչի հետևանքով կան խնդիրներ և ի վերջո լինում է սակագնի բարձրացում հատկապես այն պարագայում, երբ էժան հիդրոռեսուրսները կամ ատոմակայանը ինչ-ինչ պատճառներով հնարավոր չի լինում ամբողջովին օգտագործել»,- ասաց Գաբրիելյանը:

Նրա խոսքով՝ ի տարբերություն այլ երկրների, որոնք մեր հարևանությամբ են, մենք չունենք խաչաձև սուբսիդավորման հնարավորություն, օրինակ՝ տրանզիտով գնացող գումարների ուղղում դեպի սակագնի նվազեցում և այլն: Այնուհետեև Գաբրիելյանը մեջբերեց «Դելոիթ և տուշ» ընկերության եզրակացությունը 2015-2016թթ. համար սահմանված հանրային ծառայությունները կարգավորող հանձնաժողովի կողմից սակագների վերաբերյալ. «Մենք վերլուծեցինք Հայաստանում ստեղծված իրավիճակը, երբ երկրի միակ էներգամատակարարը հայտնվել էր դեֆոլտի եզրին, ինչը հիմնականում պայմանավորվաÕ ® էր համակարգի օպերատորի կանխատեսումների և հզորությունների բեռնավորման անհամապատասխանությամբ: Խոսքը վերաբերում է բազմիցս նշված հիդրոռեսուրսներին և ատոմակայանի կանգին:

Ընկերությունում ֆինանսական միջոցների պակասորդն իրենց վրա արդեն զգացել էին էլեկտրաէներգիա արտադրող ընկերությունները, ինչը կարճաժամկետ հեռանկարում կառաջացներ սպառնալիք երկրի ողջ էներգահամակարգի կայունության համար: Այս պայմաններում սակագնի բարձրացման վերաբերյալ կարգավորող մարմնի որոշումն՝ ուղղված ոլորտում իրադրության կայունացմանը և սպառողների հուսալի էներգամատակարարման պահպանմանը, մեր տեսանկյունից համարվում է հիմնավորված»:

ՀՀ փոխվարչապետի խոսքով, ըստ էության, հիմնական հարցադրված պահանջներին՝ արդյոք հիմնավորված է էլէներգիայի սակագինը և ինչ կլիներ, եթե չլիներ որոշումը, ստացվել է հստակ պատասխան առաջին փուլի արդյունքներով:
