Աուդիտի արդյունքների հայտարարումը` մեծագույն բլեֆ. «Դելոյթ և տուշ»-ը ՀԷՑ-ում դեռևս աուդիտ չի իրականացրել

Օրերս կառավարության նիստի ժամանակ վարչապետ Հովիկ Աբրահամյանը, հիմնվելով Հանրային ծառայությունները կարգավորող հանձնաժողովի աուդիտի վրա, հայտարարել է, որ էլեկտրաէներգիայի թանկացումը հիմնավորված է։

Վերոնշյալ աուդիտը իրականացրել է ՀԷՑ-ում անցկացվելիք աուդիտի համար հայտարարված մրցույթում հաղթած «Դելոյթ և տուշ» ընկերությունը:

«Այսպիսով, կարող ենք փաստել, որ սակագները հիմնավորված են, եւ դրանց փոփոխության անհրաժեշտությունը չկա»,- ասել է Աբրահամյանը։

Թվում է, թե ամեն ինչ հստակ է. աուդիտը անց է կացվել, ուստի լիարժեք հիմքեր կան հայտարարելու, որ հանձնաժողովը ճիշտ որոշում է կայացրել` սակագների թանկացման վերաբերյալ: Օքեյ, բայց սոցիալական բողոքը ուղղված է ոչ թե այդ չարաբաստիկ որոշմանը, այլև դրա բուն պատճառին` ՀԷՑ-ում կատարված մասսայական թալանին, գումարների ոչ նպատակին ծախսմանը, չարաշահումներին, կասկածելի գործարքներին, հսկայական մասհանումներին:

«Դելոյթ և տուշ»-ի իրականացրած աուդիտը, նախ, դեռևս չի ավարտվել, ընդամենը ավարտվել է դրա առաջին փուլը: Ստուգվել է ընդամենը սակագների բարձրացման հաշվարկի մեխանիզմը, ինչը կարող է և իդեալական լինել: Սակայն Սերժ Սարգսյանի հայտարարած աուդիտը, որը դեռևս չի կայացել, պետք է լիներ ՀԷՑ-ում` պարզելու համար չարաշահումների, կոռուպցիոն գործարքների, շռայլումների և վատ կառավարման ուղղակի ազդեցությունը էլ. էներգիայի սակագների թանկացման վրա:

ՀԷՑ-ում անցկացվելիք աուդիտի համար հայտարարված մրցույթով հետաքրքրվել են 4 ընկերություններ, որոնցից հայտ են ներկայացրել միայն երկուսը` «Դելոյթ և տուշ» և «Գրանդ Թորընթոնը»: «Դելոյթ և տուշ»-ն իր ծառայությունների համար պահանջել է 190 հազար ԱՄՆ դոլար, իսկ «Գրանդ Թորընթոնը»` 144 միլիոն դրամ` (305 հազար դոլար): Հաղթող է ճանաչվել այդ նույն «Դելոյթ և տուշ» ընկերությունը, որը շտապել է արդարացված գնահատել սակագների թանկացումը: Մրցույթում հաղթելու շարժառիթը պարզ է. այս ընկերությունը իշխանություններին ձեռնատու արդյունքներ է հրապարակել արդեն իսկ նախորդ աուդիտի առաջին փուլում, հետևաբար այստեղ շահերը համընկնում են` ես քեզ փող, դու ինձ` դրական որոշում:

Հիմա ինչ է ստացվում` դեռևս ՀԷՑ-ի աուդիտը չեղած` խոսվում է սակագների բարձրացման անհրաժեշտության մասին: Բայց հասարակությունը դժգոհում է ոչ թե Ռոբերտ Նազարյանի մաթեմատիկական հաշվարկների ճշգրտությունից, այլև ՀԷՑ-ի բացահայտ թալանից, որը պետք է բացահայտվեր աուդիտի միջոցով...

Իսկ այս պահին Հանրային ծառայությունները կարգավորող հանձնաժողովի աուդիտի առաջին փուլի արդյունքները հրապարակելը մեծագույն բլեֆ է, աճպարարություն, որի նպատակն է լղոզել հաջորդ աուդիտի բուն նպատակը և հասարակությանը նախապատրաստել ՀԷՑ-ի աուդիտի պատվիրված, արդեն իրենց սեղաններին դրված արդյունքներին:
