Հայաստանը տարբեր ուղղություններով շարունակում է գործակցությունը ԵՄ-ի հետ: Վերջինս տարածաշրջանում մնում է կարևորագույն դերակատարներից մեկը և ժամանակ առ ժամանակ ի ցույց է դնում իր շահագրգռվածությունը ՀՀ-ի հետ համագործակցությունը խորացնելու ուղղությամբ: Հայկական կողմը նույնպես հետաքրքրված է ԵՄ-ի հետ հարաբերությունների առաջընթացի հարցում: Հաշվի առնելով երկու կողմերի փոխադարձ շահագրգվածությունը՝ Հայաստան-ԵՄ հարաբերությունները խորացնելու տեսանկյունից պայմանագրային հարաբերությունների մշակման գործում առաջընթացի անհրաժեշտություն է առաջացել:

Հիշեցնենք, որ Եվրահանձնաժողովը դեռևս մայիսին դիմել էր Եվրամիության խորհրդին՝ Հայաստանի հետ նոր համաձայնագրի շուրջ պաշտոնական բանակցություններ սկսելու մանդատի համար և արդեն իսկ նախօրեին ԵՄ Արտաքին հարաբերությունների խորհուրդը Եվրահանձնաժողովին լիազորել է սկսել Հայաստանի հետ բանակցությունները՝ իրավական նոր հիմքի շուրջ:

Օրերս Լատվիայի արտգործնախարար Էդգարս Ռինկևիչը լրատվամիջոցներից մեկի հետ զրույցում, անդրադառնալով ԵՄ-ի կողմից Հայաստանի հետ նոր մակարդակի բանակցությունների մեկնարկին, նշել է. «Մենք պատրաստ ենք սկսել բանակցությունները նոր համաձայնագրի շուրջ, որը չի լինի Ասոցացման համաձայնագիր։ Բայց, այսպես ասենք, կլինի նոր համաձայնագիր, որը չի հակասում այն պարտավորություններին, որոնք ձեր երկիրը ստանձնել է ԵՏՄ շրջանակներում։ Դրա հետ միասին այդ համաձայնագիրը իրավական բազա կստեղծի Եվրամիության և Հայաստանի միջև  հարաբերությունների զարգացման համար»:

Նշենք, որ նախատեսվում է ՀՀ-ԵՄ բանակցությունների ավարտին կնքել համաձայնագիր, որը կլինի իրավաբանական ակտ՝ իր քաղաքական և տնտեսական բաղադրիչներով: Նոր փաստաթղթում Եվրամիության ու Հայաստանի գործարարների, ներդնողների համար հստակ կերպով սահմանվելու են փոխգործակցության կանոնները: Ըստ նախնական տեղեկությունների՝ նախատեսվում է նաև, որ փաստաթղթղում արտացոլված են լինելու որոշակի ոլորտներ, որոնք չեն կարգավորվում Առևտրի համաշխարհային կազմակերպության կամ ԵՏՄ-ի կանոններով՝ օրինակ ներդրումների կամ գնումների ոլորտը, ուր Հայաստանը ավելի ազատ կլինի՝ շուկան ավելի բացելու համար: Քաղաքական մասով, նոր փաստաթուղթը կենտրոնանալու է ժողովրդավարության հարցերի վրա: Հնարավոր է նաև, որ Բրյուսելը Հայաստանի կողմից ստանձնած պարտավորությունների դիմաց խոստանա ֆինանսական որոշակի աջակցություն:

Պետք է փաստել, որ նոր փաստաթուղթը և քաղաքական, և տնտեսական տեսանկյունից առանցքային նշանակություն կունենա Հայաստանի համար: Մի կողմից այն հնարավորություն կտա զարգացնել հարաբերությունները Բրյուսելի հետ՝ առանց ԵՏՄ-ի շրջանակներում ստանձնած պարտավորություններին խոչնդոտելու, մյուս կողմից կընդգծի, որ Հայաստանը ԵՄ-ի համար իր ռազմավարական նշանակությունը չի կորցրել։ Բացի այդ համաձայնագրի կնքումը որոշակի հիմք կստեղծի որպեսզի Հայաստանը դառնա որոշ առումով ԵՄ-ԵՏՄ միջև համագործակցության պլացդարմ:

Փաստորեն կարող ենք արձանագրել, որ ՀՀ-ԵՄ բանակցությունների մեկնարկով սկսվում է Բրյուսելի հետ հարաբերությունների առաջընթացի նոր փուլ:
