ԵԱՀԿ Ժողովրդավարական հետազոտությունների մարդու իրավունքների գրասենյակի (ԺՀՄԻԳ) կողմից Ադրբեջանում նոյեմբերի 1-ին անցկացվելիք խորհրդարանական ընտրությունների դիտորդությունից հրաժարվելու կապակցությամբ Ադրբեջանի ԱԳՆ մամուլի քարտուղար Հիքմեթ Հաջիեւը հայտարարել է, որ ԺՀՄԻԳ-ը քաղաքական որոշում է ընդունել` չունենալով դրա լիազորությունը:

Ինչպես հաղորդում է Արմենպրես-ը` վկայակոչելով «Թուրան» լրատվական գործակալությունը, մեղադրելով ԵԱՀԿ ԺՀՄԻԳ-ին` «որոշակի շրջանակների ազդեցության տակ նպատակաուղղված կերպով տեխնիկական հարցը քաղաքականացնելու մեջ», Հաջիեւն ասել է, որ դա արվում է, իբր, ընտրություններից հետո Ադրբեջանի դեմ «անհիմն մեղադրանքներ առաջադրելու համար»:

Նշելով, որ եթե ԵԱՀԿ ԺՀՄԻԳ-ը ընտրությունների մոնիտորինգին չմասնակցի, ապա «հիմք չի ունենալու կարծիք հայտնել ընտրական գործընթացի մասին, Հաջիեւը միաժամանակ հայտարարել է, որ Ադրբեջանում անցկացվելիք ընտրություններին մասնակցության ԵԱՀԿ ԺՀՄԻԳ-ին նախկինում ուղարկված հրավերը «մնում է ուժի մեջ»:

ԵԱՀԿ ԺՀՄԻԳ-ը ծրագրել էր ադրբեջանական ընտրությունների մոնիտորինգի համար ուղարկել 30 երկարաժամկետ եւ 350 կարճաժամկետ դիտորդներ: Սակայն, Բաքուն հայտարարել էր, որ կարող է ընդունել միայն 6 երկարաժամկետ եւ 125 կարճաժամկետ դիտորդների:

Բացի այդ, ԵԱՀԿ ԺՀՄԻԳ-ը մերժումը փաստարկել էր պաշտոնական Բաքվի կողմից իր նախկին հանձնարարականներն արհամարհելու հետ:

«Դիտորդների թվաքանակի սահմանափակումը անհնարին կդարձներ ընտրություններին արդյունավետ հետեւելու առաքելության աշխատանքը», -ասել էր ԺՀՄԻԳ տնօրեն Գեորգ Լինքը:

«Դիտորդների թվի սահմանափակման գործում Ադրբեջանի իշխանությունների համառությունը չի համապատասխանում ԵԱՀԿ շրջանակում այդ երկրի պարտավորություններին եւ հակասում է ընտրություններին հետեւելու ԺՀՄԻԳ  մանդատին», -հավելել էր նա:
