Ֆինանսների նախարարությունը 162 ստուգումների արդյունքում պետբյուջե լրացուցիչ գանձման է առաջադրել 12,9 մլրդ դրամ

ՀՀ ֆինանսների նախարարի հրամանով` յուրաքանչյուր տարվա հունիսի 1-ին հաստատվում է տվյալ տարվա` հուլիսի 1-ից մինչև հաջորդի հուլիսի 1-ն ընկած ժամանակահատվածում ռիսկային չափորոշիչների հիման վրա ստուգման (ՌՉՍ) ենթակա տնտեսվարող սուբյեկտների տարեկան ցանկը:  

Ֆինանսների նախարության ստուգումների կազմակերպման և դիտարկման վարչության պետ Սամվել Ավետիքյանն, ամփոփելով ստորաբաժանման 9 ամիսնե րի աշխատանքը, փաստել է, որ ստուգումների տարեկան ցանկում ընդգրկված տնտեսվարող սուբյեկտների քանակը շարունակաբար նվազել է՝ 2012 թվականի 2 հազար 386-ից հասնելով 1631-ի:

Սամվել Ավետիքյանի տեղեկացմամբ` ընթացիկ տարվա 9 ամիսներին Ստուգումների կազմակերպման և դիտարկման վարչության կողմից, ինչպես նաև նախարարության այլ ստորաբաժանումների հետ իրականացրած 162 ստուգմամբ հայտնաբերվել և պետբյուջե լրացուցիչ գանձման է առաջադրվել 12,9 մլրդ դրամ, նախորդ տարվա նույն ժամանակաշրջանի 3 մլրդ դրամի դիմաց: Ընդ որում, 162 ստուգումներից 68-ն իրականացվել է ՌՉՍ ցանկում չընդգրկված տնտեսվարող սուբյեկտների մոտ, ինչի արդյունքում արձանագրվել է 8 մլրդ դրամի լրացուցիչ հարկային պարտավորություն: Միաժամանակ, ՌՉՍ ցանկում չընդգրկված 68 տնտեսվարողներից 45-ը վերջին 3 տարիներին չեն գտնվել ստուգումների տարեկան ցանկերում, որոնց գծով ընդհանուր հայտնաբերումը կազմել է 7,8 մլրդ դրամ. մեկ ստուգմամբ հայտնաբերված գումարը կազմել է 174 մլն դրամ: Վարչության ուսումնասիրություններով պարզվել է, որ որոշ տնտեսվարողներ, չհայտնվելով ՌՉՍ ցանկում, միաժամանակ խախտում են հարկային կարգապահությունը՝ միտումնավոր թերհայտարարագրելով իրացման շրջանառությունն, ինչի արդյունքում պակաս են հաշվարկում և պետբյուջե վճարում հարկերը:  Հաշվի առնելով նաև այն հանգամանքը, որ «Հարկերի մասին» օրենքի 30-րդ հոդվա ծով  արտոնություն է սահմանվում այն խախտումների համար, որոնք հայտնաբերվել  են դրանք կատարելուն անմիջապես հաջորդող 3 տարին լրանալուց հետո, վարչությունն առանձնակի ուշադրություն է դարձնում նաև վերջին 3 տարիներին ստուգումների ցանկում չընդգրկված կազմակերպությունների տնտեսական գործունեությանը:

Վարչության պետի խոսքով, Ֆինանսների նախարարությունը վճռական է խախտումներ և թերհայտարարագրումներ թույլ տված տնտեսվարողներին բացահայտելու և օրենքի ամբողջ խստությամբ կոշտ վարչարարություն իրականացնելու հարցում. «Ուստի, զգուշացնում ենք, որ ստուգումների ցանկերում չընդգրկված տնտեսվարող սույեկտները չփորձեն կիրառել ագրեսիվ հարկային պլանավորում, չնվազեցնեն հարկվող օբյեկտները, որովհետև ժամանակին և ինքնուրույն չվճարած ամեն մի դրամ հարկի դիմաց նրանցից կգանձվեն հարկի գումարը գերազանցող տույժ-տուգանքներ»:
