ԵՆԲ-ն կօժանդակի մեր երկրի ոռոգման համակարգի արդիականացմանը

Ջրային տնտեսության պետական կոմիտեի և Եվրոպական Ներդրումային Բանկի (ԵՆԲ)  միջև ընթացող բանակցությունների թիրախը ոռոգման համակարգի արդիականացմանն ուղղված ծրագրային նոր ֆինասավորումն է:

Ինչպես տեղեկացրին ՀՀ գյուղատնտեսության նախարարության ջրային տնտեսության պետական կոմիտեի տեղեկատվական կենտրոնից, ծրագրային նոր առաջարկի զարգացումների ուղղությունների և պլանավորված գործողությունների ճշգրտմանն էր նվիրված ՋՏՊԿ-ի նախագահ Ա. Հարությունյանի և ԵՆԲ-ի պատվիրակության աշխատանքային հանդիպումը՝ ՋՏՊԿ-ում:

Եվրոպական բանկից բանակցային գործընթացին մասնակցում էին բանկի ներդրումների ավագ պատասխանատու Վիոլեյն Սիլվեստրոն, գյուղատնտեսության ավագ մասնագետ Ֆիլիպ Օրտեգա-Շլիմանը,  ոռոգման մասնագետ Դանիել Թեմեն, բանկի ներդրումների պատասխանատու Ալեքսանդր Բախտամյանը, Դրամաշնորհային Հիմնադրամի կառավարիչ Կատիցա Հաժրակոլովիչը:

Կոմիտեի նախագահ Ա. Հարությունյանը կարևորեց ոռոգման համակարգի բարելավումն  ու արդիականացումը՝ որպես որակյալ ջրամատակարարման, ջրակորուստների կրճատման, ջրի սակագնի նվազեցման համար անհրաժեշտ նախապայման:

Նկատի ունենալով, որ մինչ այդ կայացած հանդիպումների ընթացքում կողմերն արդեն իսկ քննարկել էին երկրորդ կարգի ջրանցքների, ինքնահոս ոռոգման համակարգի, ներտնտեսային ոռոգման ցանցերի, պոմպակայանների վերակառուցման, խորքային հորերը SCADA համակարգով վերազինելու բաղադրիչներով նախատեսված գործողությունները, այս հանդիպման ընթացքում  հիմնականում կենտրոնացան «Նոր տեխնոլոգիաների կիրառում» բաղադրիչի վրա, որի մասն է կազմում նաև ֆերմերային տնտեսությունների ակտիվացումն ու ներգրավումը կատարվելիք ներդրումային ծրագրերի մեջ, կաթիլային ու ցնցո ւղային ոռոգումը, նոր տեխնոլոգիաների ներմուծումը: Կողմերը կարևորեցին  ֆերմերային տնտեսությունների  և ջրամատակարարման ցանցերի անմիջական կապն ու փոխազդեցությունը որպես առաջարկի և պահանջարկի ներդաշնակման  գործոն:

Բանկը ծրագրի իրականացման նախապայման է դիտարկում նաև  ջրավազանային կառավարման պլանների առկայությունը և ԵՄ ստանդարտների ներառումն այդ պլաններում:

Կողմերը համաձայնություն ձեռք բերեցին լրացուցիչ տեղեկատվության և քննարկումների արդյունքում առավել կոնկրետացնել կարիքներն ու խնդիրները՝ դրանով իսկ մեծացնելով ծրագրի հետագա արդյունավետությունն ու շարունակականությունը:
