Սահմանադրական բարեփոխումների արդյունքում Հայաստանում բարձր մակարդակի վրա կդրվեն մարդու իրավունքների և ազատության պաշտպանության հարցերը, կհավասարակշռվեն իշխանության ինստիտուտների լիազորությունները: Այս մասին Մոսկվայի միջազգային հարաբերությունների պետական ինստիտուտի շրջանավարտների երրորդ միջազգային ֆորումի ընթացքում իր ելույթում ասաց ՀՀ Նախագահ Սերժ Սարգսյանը:

«Գործող Սահմանադրության փոփոխությունները ենթադրում են կիսանախագահականից անցում խորհրդարանական կառավարման մոդելին՝ խորհրդարանական ընտրություններն ամբողջովին տեղափոխելով համամասնական ընտրակարգի: Ավելի բարձր մակարդակի վրա կբարձրացվեն մարդու իրավունքների և ազատության պաշտպանության հարցերը: Կհավասարակշռվեն իշխանության ինստիտուտների լիազորությունները, ներդաշնակեցված են այդ հաստատություններից յուրաքանչյուրի պատասխանատվությունը և լիազորությունը: Կուժեղանա ընդդիմության ինստիտուցիոնալ դերը»,-Արմենպրես-ի հաղորդմամբ՝ ընդգծեց Նախագահը:

Նա հավելեց, որ բոլոր քաղաքական ուժերի և քաղաքացիական հասարակության հետ մանրակրկիտ աշխատանքի արդյունքում, վեց ամիս առաջ հրապարակված հայեցակարգի հիման վրա մշակվել և ներկայացվել է գործող Սահմանադրության փոփոխությունների նախագիծը: Արդեն դեկտեմբերի 6-ին կանցկացվի հանրաքվե:
